Resolution No. 283 82
(REVISED)
WHEREAS, the recent drastic reductions in Federal and State
funds have adversely affected the existing social programs in the
County of Hawaii; and
WHEREAS, on the Big Island these cutbacks have seriously
jeopardized the operations of several agencies to the point where
services have been reduced, personnel have been released and more
importantly, the plight of the clientele needing these services
have further worsened; and
WHEREAS, unless these conditions are improved, complete shut-
down of these important agencies is imminent which ironically, will
eventually mean that the Federal and State governments will be
burdened with financial obligations in the form of unemployment,
welfare and other assistance costing far more than the cutbacks;
and
WHEREAS, the more immediate and paramount concern is that the
reduction or elimination of these vital services will undoubtedly
have irreversible and detrimental ramifications upon the physical
and mental well-being of the people being attended to; and
WHEREAS, it is the mandated obligation of the State to take
care of the health and welfare needs of its people and the present
predicament requires the immediate attention of the State to
resolve the permanent funding and/or the relocation of these
programs to existing State or County agencies so that the unnecessary
human need and suffering can be properly and timely attended to.
NOW, THEREFORE, BE IT RESOLVED by the Council of the County of
Hawaii that it supports the State's continued funding of social

assistance programs and that the County of Hawaii actively pursue
the appropriate funds at the next State Legislature.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to remit copies of this resolution to George R.
Ariyoshi, Governor; Richard Wong, Senate President; Henry H. Peters,
Speaker of the House; and Herbert T. Matayoshi, Mayor, County of
Hawaii.
