WHEREAS, President Ronald Reagan recently signed the
1982 appropriation bill which included $20.8 million for the
Ocean Thermal Energy Conversion (OTEC) Program, and
WHEREAS, the federal OTEC program of which the Natural
Energy Laboratory of Hawaii (NELH) Seacoast Test Facility at
Reahole Point was once an intergal part of and is once again
assured federal funds to continue its research efforts, and
WHEREAS, the NELH laboratory is the only OTEC facility
left in the United States, making the Big Islanders the
American pioneers in this field and hopefully, beneficiaries
of most of the federal funds in a,meaningful endeavor that
will help us in the attainment of our national goal of .energy
self-sufficiency, and
WHEREAS, Federal participation was not anticipated and
only strong and effective congressional support led by
U. S. Senator Spark Matsunaga kept the project alive, which
may mean Hawaii being designated as the site for a conceptual
design study of a 40 -megawatt OTEC pilot plant.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it commends Senator Matsunaga for his
astute and dedicated efforts in sustaining the Hawaii County's
important role in the Ocean Thermal Energy Conversion Program.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit a true copy of this resolution to the
Honorable U. S. Senator Spark Matsunaga with its appreciation
for a difficult assignment well done.
