',IHEREAS, as one of the 22:3 menbers of the Puna Soil and vlater
Conservation District (SWCD), David Fulwmoto was seleeced top
co-operator for the year i`iSl by the Soil Conservation Service (SCS)
Directors; and
47HEREAS, David, an ardent bonsai artist, was recognized and the
selection was mad.! based oa his control of the flooding and erosion
problem and planting windbreaks to protect his nursery; and
WHEREAS, a memi;er of SWCD since ,•larch, 1973, co-op^ra.tor David
Fukumoto instalied a debris basin to trap the sediment, releasin
water without causing flooding problem below his property at
surtistown; and
tJ IEPLAS, David rulwaaoto in reCeivi n his recognition
acknowledged that without the assistance given from the Puna SWCD
and trio SCS, the flooding problem solution would not have been
accomplishwd; and
Will:REAS, David participated in the Agricultural Cost Sharin-
rro;ram (lSi ) with thin U.S. Department of A.�riculture+s ACCP';,' share
be'in; up to 75 parr_ent, a maximum of $3,500 and the 25 percent share
for the co-operator *with a maximum of $1,667 per yea. or a total of
$4,6&7 per year.
