WHEREAS, the Big Island Center for Independent Living (BICIL) recently
opened an office at 851 Leilani Street, Hilo, Hawaii, with the purpose of
providing services enabling the disabled to live independently in the
community; and
WHEREAS, the BICIL, a non-profit organization funded for its operation
by the Federal and State governments, has a staff consisting wholly of
disabled persons in order to extend the benefit of their experiences to
their peers who are in quest for independent living and integration into
the community; and
WHEREAS, the BICIL is headed by Ernest Nish.ijima, a coordinator who is
considered legally blind, assisted by Ruth (Page) Raupp, an arthritic, and
Arnold Kaeo, a quadraple31c; and
WHEREAS, the BICIL services provide outreach services to locate and
identify clients, peer counseling and training, advocacy and financial
counseling, independent living training and placement, development of
community resources for personal care attendants, housing assistance and
continuing support services to maintain maximum level of independence; and
WHEREAS, the BICIL will attempt to fill the major gap in our
medical/rehabilitation network by coordinating with existing agencies and
non-profit organizations in referring to and from the clients with the
objectives of minimizing the overlapping services; and
WHEREAS, the BICIL will work closely with elected and appointed
representatives of the government and keep them aware of the needs of the
disabled and will encourage voter participation in the electoral process.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it extends its congratulations to the Big Island Center for
Independent Living for opening an office on the island of Hawaii and
wishes the organization well in serving their peers.
BE IT FURTHER RESOLVED that the Clerk of the County of. Hawaii transmit
a true copy of this resolution to Ernest Nishijima,J Coordinator of. BICIL.
