Resolution No. 260 sa
WHEREAS, Payment -in -Lieu -of Taxes (PILI) is a U. S. Congressional
bill that provides for a means of equitable compensation to counties
for tax-exempt Federal landholdings; and
WHEREAS, PILT recognizes the financial burden on local government
when income generating tax -immune Federal lands often utilize county
facilities and services; and
WHEREAS, PILT is an accommodation for depriving local governments
of considerable revenues that could be realized if land were under
private ownership; and
WHEREAS, PILT acknowledges the pride and respect the county and
its residents have for their "aina", the land; and
WHEREAS, the County of Hawaii appreciates the importance of
this bill in that tax-exempt Federal landholdings held by the military,
parks service and other federal departments and agencies totaled
over $9 million assessed valuation in 1981.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports the extension of Payment -in -Lieu -of -Taxes
(PILT) funding by the Federal government.
BE IT FURTHER RESOLVED that it urges Hawaii's Congressional
delegation to adopt the Interior Appropriations Bill (HR 4035)
which includes PILT funding.
BE IT FURTHER RESOLVED that copies of this Resolution be
transmitted to U. S. Senators Daniel K. Inouye and Spark M. Matsunaga
and U.S. Representatives Daniel K. Akaka and Cecil Heftel.
