Resolution
WHEREAS, at every strata of government, be it at the County, State or
Federal level, the primary and most important responsibility of these entities
is to ensure the safety, health and well being of its citizenry; and
WHEREAS, on the County of Hawaii, a serious health crisis has developed
with the cessation of several important medical services at the Kona and Hilo
Hospitals, detrimental to the welfare of the Big Island residents; and
WHEREAS, with the reduced and limited service coupled with a further
threat of a complete closure of the Kona Hospital, the situation necessitates
immediate attention by all parties concerned to resolve this situation before
more adverse ramifications result; and
WHEREAS, positive direction and leadership must be effectuated to initiate
remedial short and long term measures to restore a semblance of the needed and
the mandated health services that government is obliged to provide.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it urges Governor George R. Ariyoshi to commission a Task Force to seek
solutions to this situation and said Task Force consider (1) the cause and
effect of the nursing shortage, (2) the nursing salary dilemma, (3) the red
tape involved in the hiring of nurses, (4) the possibility of permitting the
local hospital administrators the authority to make their hires, and that a
report of their findings be submitted to the Twelfth State Legislature prior
to its commencement on January 20, 1982.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit true copies of this resolution to the Honorable George R.
Ariyoshi, Governor of the State of Hawaii; to Senator Dante K. Carpenter; to
Senator Richard Henderson; to Senator John T. Ushijima; to Representative
Virginia Isbell; to Representative Andrew Levin; to Representative Richard
Matsuura; to Representative Herbert Segawa; to Representative Yoshito
Takamine; to George A.L. Yuen, Director of the State Department of Health; to
Don Mc Grath, Administrator of Hilo Hospital; to Kenji Nagao, Administrator of
Kona Hospital; and to Gary Yoshiyama, Hawaii Division Chief, Hawaii Government
Employees Association.
