Resolution
WHEREAS, the Papaya Industry has contributed significantly
to the development of diversified agriculture in the State of
Hawaii; and
WHEREAS, papaya production is a major industry in Hawaii
generating sales in excess of $10 -million annually and employing
hundreds of residents; and
WHEREAS, the recent controversy and publicity over the use
of ethylene dibromide (EDB) as a fumigant to treat papayas destined
for export has resulted in the banning of the fruit in Japan and
the imposition of unreasonable requirements on importers by the
California State Occupational Safety Health Administration; and
WHEREAS, nowhere else is the adverse economic impact more
pronounced than on the Big Island which produces more than 80 percent
of the papaya grown in the State of Hawaii.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it respectfully requests the Mayor of the County of
Hawaii and the Governor of the State of Hawaii to do everything
within their powers to alleviate the problems associated with the
treatment of papayas for export.
BE IT FURTHER RESOLVED that the State, County and the Papaya
Industry be encouraged to initiate a coordinated consumer publicity
campaign to educate the consumer as to the nutritional and flavorful
qualities of papayas.
BE IT FURTHER RESOLVED that true copies of this Resolution be
transmitted to Mayor Herbert T. Matayoshi, Governor George R. Ariyoshi,
Mr. Tom Yamabe, President of the Hawaii Papaya Growers Association.
