Resolution No. 2:37 81
WHEREAS, the General Plan is the legal, comprehensive policy
document that guides the overall physical development of the County;
and
WHEREAS, zoning must also be consistent with the directions as
established in the General Plan; and
WHEREAS, it is the goal of this county as stated in the General
Plan:
"To guide the orderly development of the visitor industry.
"To provide for resort development that maximizes conveniences
to its users.
"To ensure that resort developments maintain the social,
economic, and physical environments of Hawaii and its
people."; and
WHEREAS, the natural beauty and recreational qualities of Reed's
Bay/Ice Pond shall be retained for the enjoyment and benefit of the
residents of Hawaii County and its visitors; and
WHEREAS, resort use in the Reed's Bay area will enhance, complement
and extend the existing, nearby resort facilities along Banyan Drive
and the Hukilau Hotel/Restaurant; and
WHEREAS, public testimony and communications received by the
Planning Committee and the recommendation of the Planning Commission
are in support of retaining resort zoning for the Reed's Bay area; and
WHEREAS, encouraging high quality development in this area would
promote a positive economic atmosphere through increased business
opportunities, housing and employment; and

WHEREAS, resort use in this area is in consonance with proper
planning principles in that public facilities and transportation
systems are adequate and that it is presently situated in close
proximity to resort facilities thereby'providing optimal resort
expansion.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it respectfully requests the Planning Director to
initiate amendments to the General Plan Land Use Pattern Allocation
Guide Map which would designate resort and appropriate use to the
following parcels in the Reed's Bay area:
BE IT FURTHER RESOLVED that a copy of this Resolution be
transmitted to Mayor Herbert T. Matayoshi and Mr. Sidney Fuke,
Director of the Department of Planning.
