WHEREAS, the Hawaii County Council adopted Resolution 113-81 relating to the operation of the Hele-On Bus system in a "study phase"; and WHEREAS, by Resolution 113-81, the Council established that a 50% subsidy level for each area system and rural route of the Hele-On system, attainable through periodic fare and route adjustment, was to be the systems' economical goal; and WHEREAS, an initial step in approaching this 50% subsidy level is a change in the bus fares generating system revenues to reduce the approximate 75% - 80% subsidy by the taxpayers; and WHEREAS, Hawaii County's Mass Transportation Agency, following the Council's 50% subsidy directives, and incorporating existing Hele-On zone fare concepts where fares increase as a function of distance traveled, has developed two fare structure (Proposals A and B) for Council consideration; and WHEREAS, Proposal A projects an overall system subsidy of 50% based on zone fares ranging from $.55 to $5.50 established whereby the entire system operates on a desired 50% recovery level; and WHEREAS, Proposal B projects an overall system subsidy of 60% based on zone fares ranging from $.50 to $4.50 established whereby the rural and Mauna Kea Beach Hotel routes operate at a desired 50% recovery level with the intra -Hilo and intra -Kona systems maintain their zoned fares; and WHEREAS, the members of the Hawaii County Council having considered these two alternate fare proposals and Resolution 113-81, find preference in the Mass Transit Agency's Proposal B as the more desirable and equitable first step in attaining a 11 long run 50% Hele-On system subsidy level; and No WHEREAS, the Council finds that the current Operating Budget of the County already includes a doubling for transit revenues in anticipation of needed fare adjustments, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it recommends the implementation of the Mass Transportation Agency's zoned fare proposal (Proposal B) for the Hele-On system which projects an initial overall system subsidy of 60%. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit a copy of this resolution to Mayor Herbert T. Matayoshi. Dated at Hilo, Hawaii this 3rd day of February, 1982.
