RESOLUTION RELATING TO A SPECIAL CONVENTION CENTER
WHEREAS, the Hawaii State Association of Counties (HSAC) has
withdrawn from active bidding of the National Association of
Counties (NACo) Annual Conferences for 1985, 1986 and 1987 due
to inadequate convention facilities; and
WHEREAS, inadequate convention space has long been a problem
for Hawaii as evidenced by a 1974 letter from Ralph Whitney &
Co., a company specializing in convention management, to Group
Travel Unlimited indicating that insufficient exhibit space
would severely limit Hawaii's convention business; and
WHEREAS, Hawaii Visitors Bureau (HVB) statistics show there
are at least 250 similar size conferences each year that Hawaii
is unable to accommodate because of lack of exhibit space; and
WHEREAS, a PACIFIC BUSINESS NEWS editorial cited the fact
that Honolulu lacks a centra ize convention facility such as
those in Chicago, Las Vegas, and even smaller cities of like San
Antonio which regularly bid for large conventions; and
WHEREAS, even the Hilton Hawaiian Village facility, which is
the only facility large enough to hold sizeable conventions in
Hawaii proved inadequate for the 1981 World ASTA Convention held
last September in Honolulu; and
WHEREAS, at its meeting of August 7, 1981, the HSAC
Executive Board voted to work toward the construction of a
centrally located convention center in Honolulu capable of
accommodating a minimum of 5,000-6,000 people along with the
necessary exhibition and meeting spaces.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it encourages the Hawaii State Association of
Counties to meet with the Honorable Eileen R. Anderson, Mayor of
the City and County of Honolulu, and Marilyn Whiting, City
Director of Auditoriums, to ascertain the City Administration's
view concerning the need for a central convention facility in
Honolulu as well as to improve City -owned Convention properties.
BE IT FURTHER RESOLVED that this same HSAC Executive
Committee be requested to meet with the Honorable George R.
Ariyoshi, Governor of the State of Hawaii, and the appropriate
State officials from the Department of Planning and Economic
Development to determine ways and means by which the four
counties and the State could work together to develop a new
convention facility in Honolulu.

BE IT FINALLY RESOLVED that the Clerk of the County of
Hawaii be instructed to send a true copy of this resolution to
Goro Hokama, HSAC President.
