Resolution
WHEREAS, the Senate Finance Committee unanimously voted to
restore the $122 per month Social Security minimum benefit, a
reversal of the proposed President Reagan administration's
Budget Reconciliation Act of 1981; and
WHEREAS, the Senate Finance Committee also voted to permit
interfund borrowing between the respective Social Security Trust
Funds, for the first time in history, as a means of ensuring the
solvency of the Social Security System; and
WHEREAS, the restoration of the minimum benefit and
permitting the interfund transfer from various Social Security
Trust Funds proposal of the Finance Committee is expected to
reach the Senate floor for final approval; and
WHEREAS, Senator Spark M. Matsunaga and other Senate
Democrats worked persistently in getting bi-partisan and
unanimous Senate Finance Committee passage to reaffirm the long
standing National commitment to the more than 3 million SSA
recipients who depend on the minimum benefit for their
sustenance.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it extends its support for final approval
by the full Senate in restoring the minimum benefit to the
Social Security recipient and commends Senator Spark M.
Matsunaga for his efforts in the passage of the restoration of
the Senate Finance Committee on September 24, 1981.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit a true copy of this resolution to
Senator Spark M. Matsunaga and to Senator Robert Dole, Chairman
of the Senate Finance Committee.
