County of Hawaii - State of Hawaii
Resolution
WHEREAS, the huge acceleration of military spending proposed
by the Reagan Administration together with talk of "nuclear
superiority" and "limited" or "winnable" nuclear war arouses
great fear and anxiety among most Americans and people
throughout the world who realize that a nuclear war would end
civilization as we know it; and
WHEREAS, present scientific and medical evidence shows that
nuclear war, even a "limited" one, would result in death, injury
and pollution, a scale unprecedented in human history; and
WHEREAS, worldwide fallout would contaminate our planet,
severely damaging all living things for many generations; and
WHEREAS, disaster planning for a nuclear war is futile and
meaningless because'shelters would become death ovens, nearly
all hospitals would be destroyed, medical personnel would be
dead or injured, food, water and other life supplies would be
destroyed or contaminated, and those who survive initially would
die after a short period.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it calls upon President Ronald Reagan and the
Congress of the United States to act immediately to reduce
tension between the United States and the Soviet Union, and to
ask the Soviet Union to join in a temporary suspension of
nuclear arms production while seeking a permanent, international
nuclear weapons ban.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit a copy of this resolution to The President of
the United States Ronald Reagan; members of the Hawaii
Congressional delegation; Governor George R. Ariyoshi; Hawaii
Members of the State Legislature; Mayor Herbert T. Matayoshi;
and the Hawaii County Democratic Party.
Dated at Hilo, Hawaii, this 18th day of November, 1981.
