Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF TEE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.04 (b). DIVISION OF ACCOUNTS. DEPARTMENT OF FINANCE.
1. Reallocate one position of Account Clerk SR -10 to Senior
Account Clerk SR -12.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Finance and Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized proorams, basis for increased workloads,' etc.):
With computerization of the payroll/personnel system, jobs in Accounts
Division were shifted to data processing positions and new duties have
been assigned to this position. In addition, the changes in Health
Fund reporting have made the duties of this position more demanding.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2. Keeps office accounts 30%, etc.):
a) Coordinates and reconciles Health Fund enrollment and membership. 25%
b) Prepares data processing payroll assignment source documents and
maintains assignment listing report. 20%
3. Give reasons why new duties at !)-'-(,-her level are needed and cannot
be assigned to classes at hiuher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
Because of the degree of knowledge needed to maintain accurate payroll
assignment and medical enrollment records, this position should be at
a higher'level. The incumbent has received the necessary training to
perform the work and it would be difficult and ill-advised to shift
the work to any other position in the Accounts Division.

The reallocation has not been budgeted due to the delay in submittal
of this request.

The value of this position in the Health Fund enrollment and membership
area has increased 'because the incumbent's knowledge has been a
benefit to other employees, departmental personnel clerks and the
Health Fund.

Duties Summary:
Reviews, posts to, revises and summarizes fiscal records and statements;
compiles data and prepares reports; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Assistant Account Clerk in that the
Account Clerk independently performs account recordkeeping work not covered by
prescribed procedures and requiring judgment in interpreting procedures and
regulations; whereas the Assistant Account Clerk performs account recordkeeping
work covered by detailed procedures and where supervision is readily available.
This class differs from that of Senior Account Clerk in that the Account
Clerk independently performs account recordkeeping work not covered by:prescribed
procedures and may supervise the work of others; whereas the Senior Account Cleric
supervises or performs the reviewing, posting, revising and surmarizing of fiscal
records and statemsntsYai:R1 responsibility for the maintenance of a major section
of an accounting system.
Illustrative rxamples of Work:
Posts to and maintains ledgers, appropriation allotment accounts,
voucher registers, individual accounts and other subsidiary records; maintains
cash books; classifies and codes expenditures; rakes adjosti7g entries and
balances' accounts; takes periodic trial. balances; instructs others in reviewing,
checking and posting procedures; schedules, indexes and files bills, warrant
vouchers, purchase orders, invoices and other data in accordance with prescribed
guides; checks vouchers, invoices, purchase orders and other data for conformance
with standards and accuracy of extensions and computations; distributes warrants
upon proper identification; records labor time or equipment rental fees for
various jobs; prepares and checks payrolls; prepares payroll deductions and with-
holding statements; prepares financial statements; compiles and tabulates
statistical or fiscal data; maintains inventory control records;.supervises the
work of others; maintains personnel rosters; assists in compiling data for budget
requests; operates standard office machines such as calculating and adding machines
and typewriters.

Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
This is an amendment to the specification for the class
ACCOUNT CLERK which was approved on September 3, 1957.

This class differs frog that of Account Clerk in that the Senior Account
Clerk performs or'suoervises to reviewing, postiag, revising and summarizing of
fiscal records and statements with responsibility for the maintenance of all
accounting records for a major section of an accomting system; whereas the
Account Clerk independently perforas account recordkeeping,work not covered by
prescribed procedures and may supervise the work of others.
