WHEREAS, pursuant to County Charter Section 3-14 interim
amendments to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF

HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.09 (b). RECREATION DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
1. Reallocate one position of Lifeguard SR -10 to Lifeguard I
(Pool) SR -11.
SECTION 8.09 (c). MAINTENANCE DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
1. Retitle one position of Maintenance Electrician -Mechanic
WB -10 to Electrical Pump Mechanic -Electrician WB -10.

ELECTRICAL PUMP MECFA14IC-ELECTRICIAIT
Duties Summary:
Installs, repairs, overhauls and maintains a variety of electrically -
driven pumps, electrical wiring systems, electric motors, valves and appurtenant
equipment; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its dual responsibility for performing
as an electrician and a mechanic in installing, repairing, overhauling a variety
of electrically -driven pumps and wiring systems.
Illustrative Examples of Work:
Installs conduits, transformers, traffic signals, pull boxes, plugs,
convenience outlets, and switches; rewires buildings; installs, maintains and
repairs pumps, motors, and various other types of electrical equipment and
apparatus; repairs and replaces broken or defective parts in motors, switches,
and fixtures; locates, tests and repairs trouble in electrical circuits and
equipment; replaces fuses and incandescent and fluorescent lights; plans electrical
installations; inspects and makes repairs of switch gears, register and capacitor
banks power circuits, blowers, generators and other related electrical equipment
wiring systems to facilitate repair work; installs, overhauls, repairs and main-
tains horizontal and vertical electrically -driven water, sump pumps, automatic ,
and manual switches, fittings, bearings, impellers, pump shafts, shaft coverings,
chlorinators and filtration units; installs, overhauls and does repair on electric
motors; changes bearings, commutator parts, brushes, and riggings; dismantles,
cleans and lubricates pump and motor parts, aligns pumps to motors and tests pumps
and motors for proper alignment And operation; readjusts alignment and retests
pumps and motors as necessary; replaces defective parts and fabricates parts using
various shop equipment such as grinders, drill presses and welding equipment;
locates and determines causes of equipment malfunctions and performs repair or
remedial actions as necessary; chlorinators and filtration units; reads plans
and specifications for the installation and repair of pump units; requisitions
for parts and unit replacements, keeps records of work performed and materials
used; operates a motor vehicle.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and 4 years of experience
as an apprentice or helper under a journeyman electrician and some experience in
the repair and overhaul of electrically -driven pumps and related equipment.
License Requirement: Possession of a Journeyman Electrician's License
and possession of a valid Hawaii State driver's license (type 3).

Knowledge of: The theory of electricity; practices, tools, equipment
and materials used in the electrical and mechanic trades; installation, maintenance
and repair of electrical equipment, apparatus and instruments; laws, rules and
standards pertaining to electrical construction and maintenance; hazard and
safety practices and procedures involved in working around electricity and moving
machine.
Ability to: Read and interpret blueprints, electrical plans and
diagrams of electrical circuits; maintain and repair electrical systems and
electrical pumping equipment; diagnose mechanical and electrical defects in the
operation of electrically -driven pumps and make repairs independently; write
reports; work harmoniously with others; handle weights and loads; estimate
material requirements; understand and follow oral and written instructions.
Physical Effort Grouping: Heavy

LIFEGUARD I
(POOL)
Duties Summary:
Assigned to a swimming pool to protect life, prevent accidents and
assists persons in distress; enforces safety regulations; gives water safety,
instructions; maintains pool and pool area; and performs other related duties
as required.
Distinguishing Characteristics:
This class differs from that of Lifeguard II (Beach) in that the
Lifeguard I (Pool) performs duties at a swimming pool to protect life, prevent
accidents, and to enforce regulations; whereas the Lifeguard II (Beach) is
independently responsible for safeguarding all participants in beach activities
at an assigned beach area or station.
Illustrative Examples of Work:
Watches people at a public swimming pool to protect life, prevent
accidents; rescues swimmers and assists others in distress; provides first aid and
cardio -pulmonary resuscitation if necessary; enforces safety regulations and takes
corrective action as required; warns parents or responsible adults not to leave
young children unattended; prepares daily log and reports describing accidents,
first aid given, drowning or near drownings and other unusual occurrences;
assists with program schedules and instructions; maintains water quality
standards and keeps a daily record of all information; operatesall machinery,
of the circulation/filtration system; maintains proper chemical standards through
the use of the automated chemical feed system, and makes adjustments when needed;
maintains pool, pool deck, buildings, locker rooms, spectator areasand walkways,
and all surrounding areas to assure a safe, healthful environment; attends
in-service training classes.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school'.
License Requirement: Possession of current. Red Cross Advanced Life-
saving Certificate, either a current Red Cross Standard First Aid Multimedia or
a current Standard First Aid and Personal Safety Certificate, and a valid Hawaii
State driver's license (Type 3).

Knowledge of: techniques and methods of lifesaving; techniques of
emergency life support including mouth-to-mouth and cardio -pulmonary resuscitation;
first aid principles and practices; artificial respiration; methods and practices
of filtering and purifying swimming pool water; cleaning methods and materials
and equipment used.
Ability tos swim; rescue persons from the water; give first aid;
recognize when ill or injured persons require professional medical care; write
reports describing incidents occurring in assigned area; enforce regulations;
deal tactfully and effectively with the public; read and follow written
instructions.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.

Duties Summary:
Maintains. constant surveillance of a designated beach/ocean area or
station; makes ocean rescues and administers emergency life support measures;
enforces ordinances, rules, and regulations governing beach activities, shoreline
and ocean usage; renders first aid/basic medical care in cases of injury; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Lifeguard I (Pool) in that the
Lifeguard II (Beach) is independently responsible for safeguarding all participants
in beach activities at an assigned beach area or station; whereas the Lifeguard I
(Pool) performs duties at a swimming pool to protect life, prevent accidents, and
to enforce regulations.
Illustrative Examples of Work:
Maintains constant surveillance of a designated beach/ocean area from
a public lifeguard station or foot patrol; swims or utilizes a surfboard and/or
other lifesaving equipment to rescue people in distress; may perform team rescues
in conjunction with fire rescue and helicopter units; administers emergency life
support measures such as month -to -mouth and cardio-pulmonary'resuscitation as
necessary; may utilize a mechanical resuscitator/inhalator; administers first
aid to injured participants of beach activities; in the capacity of first -responder
in a unified emergency medical care delivery network, calls for assistance from
emergency medical units for incidents involving near-drowning/drowning, serious
injury, and illness; enforces ordinances, rules and regulations governing beach
activities, shoreline and ocean usage; reports infractions to the proper authorities;
informs immediate supervisor of all serious violations and incidents; warns people
of dangerous and/or unsafe beach and ocean conditions; communicates and cooperates
with other public safety employees of the County (police, fire, para -medics, etc.);
keeps all beach equipment and radio communication systems in working conditions
and notifies immediate supervisor for repairs or replacement; writes and submits
a daily log on attendance figures, beach and ocean violations, and any serious
first aid, drowning or rescue incidents and emergency measures taken; attends
in-service training classes; assists in informational instruction on water safety.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school.

a mechanical'respirator/inhalator; give first aid/basic medical care; meet and
deal tactfully and effectively with the public; read and follow written
instructions.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for performance
of the duties.
