Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.08 (b-1). SOUTH HILO AND PUNA, DEPARTMENT OF PUBLIC WORKS,
BUREAU OF BUILDING CONSTRUCTION AND INSPECTION.
1. Reallocate one position of Building Maintenance Repairer WB -9
to Plumber WB -10.
SECTION 8.08 (e). BUREAU OF SEWERS AND SANITATION. DEPARTMENT OF PUBLIC
WORKS.
1. Reallocate one position of Lead Sewage Plant Maintenance Mechanic
WF -12 to Sewage Plant Maintenance Mechanic Supervisor FI -12.

to the departments of Public Works, Finance and Civil Service for their
information.

The reallocation was not budgeted, however, additional funds are not required. At
the time of budget review, the particular'position was not vacant and the incumbent
was not licensed to be reallocated.

We also service the West Hawaii area; therefore, when one plumber is in the West
Hawaii area for a period of time, we will still have a plumber to service -the
East Hawaii area. As mentioned previously, an addittional plumber is required
due to increase in workload.

Duties Summary:

Does skilled maintenance and repair work in the upkeep of buildings,
residences, the equipment housed therein, and other related structures; and
performs other related duties as required.
Distineuishine Characteristics:
This class differs from that of Building Maintenance Helper in that
the Building Maintenanceman performs skilled work in several trades in main-
taining and repairing buildings, equipment housed therein, and other structures;
whereas the Building Maintenance Helper assists skilled maintenancemen in main-
taining and repairing buildings, residences, the equipment housed therein, and
other structures by performing semi -skilled and manual tasks in various trades.
This class differs from that of Hospital Handyman in that the Building
Maintenanceman performs skilled maintenance and repair work in the upkeep of
buildings, residences, the equipment housed therein, and other related struc-
tures; whereas the Hospital Handyman performs minor maintenance and repair work
and in addition drives an ambulance and assists in the emergency treatment of
injured and ill persons.
Illustrative Examples of Stork:
Checks buildings, equipment and grounds to locate conditions indicating
the need for repair and maintenance work; makes building repairs including
patching roofs, cutting and replacing glass, replacing screens, rehanging doors,
replacing and repairing locks, repairing and patching cement floors, walks, drives
and foundations; installs and removes shelves, partitions and cabinets; repairs
and makes office furniture, doors, tables and chairs; repairs and paints doors,
windows, furniture and new constructions; performs woodwork such as building
forms for concrete building and repairing fences and gates, replacing parts in
fixtures and furniture.and moving and installing partitions; replaces electrical
fuses, fixtures, drop cords and switches; installs new electrical outlets; re-
places broken pipes; cleans plugged drains; replaces gaskets and washers;
installs and maintains sprinkler systems and rash basins; mixes mortar and builds
walls; services, lubricates, regulates and repairs such equipment as water
heaters, refrigerating and air-conditioning units; electrical water coolers,
electrical motors, pumps, and kitchen and laundry equipment; services and main-
tains elevators; services and maintains surgical equipment; operates, services
and maintains high pressure oil -fired boilers; fabricates articles from steel,
sheetmetal and pipes; estimates cost, time and materials needed for repair
and maintenance work to be performed; reports need for major repairs; uses a
variety of hand tools and sonic power equipment in the performance of work, may
supervise others; may operate a vehicle in the transportation of materials and
men; may be called on to drive an ambulance.
BUILDING MAINTENANCE REPAIRER _2_
Minimum Qualification Requirements: .
Training and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and four years of
experience in the maintenance and repair of buildings and equipment.
Knowledge of: the practices, tools, equipment and materials used in
the carpentry, painting, plumbing and electrical trades; plumbing and electrical
equipment in buildings; occupational hazards; safety practices and procedures.
Ability to: determine need for repairs involving a variety of building
trades; use hand and power tools utilized in a variety of building trades;
install electrical and plumbing fixtures; read and interpret blueprints and
sketches; estimate time and material needed to perform a job; do mechanical work;
understand and follow oral and written instructions; maintain good working
relationships with others.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
This is an amendment to the specification for the class
BUILDING MAINTENANCMM which was approved on August 1,

PLUMBER
Duties Summary•
Performs skilled plumbing work in the installation, maintenance and repair
of water, drainage and sewer systems and all necessary fittings and accessories in
publicly owned buildings and structures; and performs other related duties as required.
Distinguishing Characteristics:
This is the journeyman class in the Plumbing series. This class differs
from that of Plumber Helper in that the Plumber performs skilled work in the instal—
lation and repair of plumbing systems; whereas the Plumber Helper works with and
assists a journeyman plumber in skilled plumbing work. This class differs from that
of Plumber Foreman in that the Plumber performs skilled plumbing work and may super—
vise other plumbers and helpers from time to time; whereas the Plumber Foreman is
primarily a supervisor responsible for planning, assigning and reviewing the work
of plumbers, helpers and others.
Examples of Duties:
Installs, maintains, and repairs water and sewer systems and accessory
fittings in offices, houses and other structures; installs, maintains, and makes
minor repairs to cesspools, water heaters, pumps and other units; installs various
toilet fixtures; does lead caulking and wipes and tests lead joints; cuts, reams,
and threads pipe; reads blueprints, plans and specifications; may assign tasks to
other plumbers and supervise the work of helpers; may perform work in other building
trades when not performing plumbing work.
Minimum Qualification Requirements:
Training and Experience: It combination of education and experience sub—
stantially equivalent to completion of the eighth grade, and successful completion
of apprenticeship training or four years of experience in plumbing work under a
journeyman plumber; possession of a certificate of registration as a journeyman
plumber.
Knowledge of: practices, tools, materials and equipment used in the /
plumbing trade; operation of plumbing systems and fixtures; laws and rules relating
to sanitary plumbing; occupational hazards and safety practices and procedures.
Ability to: operate pipe cutting and threading equipment and plumbing
tools; estimate time and materials necessary to complete.a job; read and work from
blueprints, plans, specifications and sketches; understand and follow oral and
written instructions.

The operating budget instruction from the Director of Finance to all departments
require that the request for new position and reallocation request not be included
in the budget until it has been approved..

Civil Service Note:
The reallocation of subject position is justified due to the assignment of duties
and responsibilities from a working foreman to a full supervisor.
D ector of Personnel
With the increase in new wastewater treatment and disposal facilities and new
State and Federal requirements for the operation and maintenance of the waste-
water treatment and disposal systems, there is a need for greater supervision
to direct the modification, maintenance and repairs of the County's wastewater
treatment and disposal facilities.
Due to the constraints in creating new positions, the Sewage Plant Maintenance
Mechanics are required to maintain and repair more than one facility- The
Sewage Treatment Plant Operator III (Operation Supervisor) must coordinate the
activities of the maintenance and repairs with the maintenance mechanic foreman.
To coordinate all of the preventive maintenance and repairs of the activities,
a supervisor is required .who will be responsible for the maintenance and repairs
of all the wastewater facilities and who will work with the other supervisors.
Presently, the Sewage Plant Maintenance Mechanic's crew are required to maintain
and repair four wastewater treatment and disposal plants and ten pumping stations
besides the sewage equipment under the Parks and Recreation Department.

Duties Summary:
Supervises and participates in the installation, repair and overhaul
of a variety of sewage pumping and treatment plant equipment and structures
and electrical wiring systems; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Sewage Treatment Plant Maintenance
Mechanic in that the Plant Maintenance Mechanic Working Foreman supervises
and participates in the installation, repair and overhaul of a variety of pumping
and treatment plant equipment and structures; whereas the Sewage Plant Maintenance
Mechanic primarily performs skilled work in the installation; repair and overhauling
a variety of scuage pumping and treatment plant equipment and structures.
Illu:^trative Example -s of Work:
Supervises and participates in installing, maintaining, overhauling
and repairing plant equipment such as motors, switchboards, motor control panels,
motor starters, fuse cut outs, circuit breakers, float switches, electrical
intorlock, etc.; supervises and participates in installing, overhauling and
ropairing a variety of pumping and treatment plant equipments such as centrifugal,
reciprocating plunger and diaphragm type electrical motor -driven sewage and sludge
pumps, air blowers, sewage clarifiers, grit collectors, screening and grinding
equipment, fans, valves, gear reduction units, etc.; reads and interprets elec-
trical wiring plans and diagrams; makes sketches of wiring systems to facilitate
maintenance and repair work; reads and interprets operational and maintenance
manuals to facilitate maintenance and repair work; orders the necessary parts
and fittings to perform the repair work; checks buildings, equipment and grounds
to locate conditions indicating the need for repair and maintenance work; esti-
mator neero of tools, equipment and materials for assigned projects and requi-
sitions same; maintains proper care and use of tools and equipment; enforces
safe practices on the job; prepares daily work and time reports; instructs
subordinates on work practices and procedures; participates in the rating of
employee performances; operates motor vehicle.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and 5 years of experience
in -_3 repair and overhaul of equipment in a pumping plant, marine engine room,
power plant, machine shop or related experience including or supplemented by
work on electric-drivon pumps, 2 of which shall have involved journeyman repair
and overhaul work on plant equipment.
Licenze Requirement: Possession of a valid motor vehicle operator's
license.

in that the Sewage Plant Maintenance Mechanic Supervisor supervises the installation,
repair and overhaul of a variety of pumping and treatment plant equipment and
structures; whereas the Lead Sewage Plant Maintenance Mechanic supervises and
participates in the installation, repair and overhauling a variety of sewage
pumping and treatment plant equipment and structures.
Illustrative Examples of Work:
Plans, assigns and supervises the installation, maintenance, overhaul
and repair of plant equipment such as motors, switchboards, motor control panels,
motor starters, fuse cut outs, circuit breakers, float switches, electrical
interlock, etc.; reviews work in progress and upon completion; schedules and
oversees preventive maintenance work; supervises the maintenance of tools and
equipment; maintains inventory for replacement parts and equipment record
