HomeMy WebLinkAboutRES 234 Draft 01 1980-19840 0 County of Hawaii - State of Hawaii Resolution WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: FEDERAL/STATE/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT C) SECTION 8.09 (e). ELDERLY ACTIVITIES DIVISION. DEPARTMENT OF PARKS AND RECREATION. Senior Community Service Employment Program 1. Reallocate one position of Senior Employment Aid SR -12 to Senior Employment Aid SR -15. FEDERAL/STATE/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT D) SECTION 8.09 (e). ELDERLY ACTIVITIES DIVISION. DEPARTMENT OF PARKS AND RECREATION. Nutrition Program 1. Change the time element of one position of Community Services Aid II SR -9 from 3/4 time to full. time. Also, transfer position to Section 8.09 (e). Elderly Activities Division, Department of Parks and Recreation, under Nutrition Program - Exhibit C. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized orocrams, basis for increased workloads, etc.): The new duties arose through the revised rules governing the administration and operation of the Senior Community Service Employment Program (SCSEP), Title V of the Older Americans Act. 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40€; 2. F:eeps office accounts 30%, etc.): 1. Provide each SCSEP applicant and enrollee with an Employability Development Plan (EDP) for transition to private or other unsubsidized employment through job development, counseling, training and other related efforts. (20%) 2. Conduct monthly assessments to determine each enrollee's potential for transition to private or other unsubsidized employment. Each assessment will be documented in the EDP and be a part of the enrollee's permanent record. (20%) (continued on attached sheet) 3. Give reasons why new duties at h_cher level are needed and cannot be assigned to classes at hicher level or handled in other ways such as short term COntrSCtS, etc. (Use productivity mCasU'"eluents ,;:-sere pcssihle.) The new duties require technical knowledge on decisions for job development and placement, and-, interviewing and counseling techniques. The Senior Employment Aid has acquired these skills through education, on-the-job training, and especially through specialized training sponsored by the State Department of Labor and Industrial Relations, Office of Manpower Planning. Recertify the income of each enrollee once during each fiscal year to determine the enrollee's eligibility for continued enrollment. The recertification will be conducted on each enrollee's anniversary date. A maximum of 74 SCSEP enrollees are authorized to be served during FY -82 (July 1, 1981 to June 30, 1982). (20%) Item 3: (Continued) Creating a Senior Employment Counselor position to perform the new responsibilities would be unfeasible due to a higher cost for personnel salary, fringe benefits, and training. The cost break-out below shows only the costs for salary and fringe benefits to hire a part-time coun- selor (SR -15): Position: Counselor (SR -15) / Half-time Salary: $555.00/mo x 12 months = $6,660.00 Fringe Benefits: 22.5% of $6,660.00 = 1,498.50 Total Salary and F/B per annum = 8,158.50 The total cost to reallocate the aid's position is $1,544.00 ($105/mo. for salary adjustment and $284/yr. for fringe benefits), which is $6,614.50 less than hiring a part-time counselor. A SCSEP enrollee will be assigned to the Senior Employment Program to assist with the clerical duties that were assigned to the Senior Employment Aid's position. The revised rules for the SCSEP mandates the additional responsibilities. 2. The SCSEP is a Federal program operated county -wide by a staff of 2 personnel (coordinator and an aid) 3. The reallocation has been budgeted in the FY -82 SCSEP subgrant. 4. Federal funds are available to cover costs for such an increase in salary and fringe benefits. Was reallocation or reclassification budgeted and if not, why were manpower needs not planned through budgetary process? Increased hours have been budgeted for Fiscal Year 1981-82. 5. List other rationale or pertinent statements and data: The Federal Older Americans Act has placed increased emphasis on ser- vice to the frail and home bound elderly. This will increase demand on "Meals on Wheels" services. The Community Services Aide must assess all elderly participants from Ka'u to Kohala monthly and.re- quests for services are expected to increase substantially. Follow- up on individual cases must also be made to assure that timely delivery of service is being accomplished. The present 3/4 time is not suffi- cient to accomplish the task at an acceptable level, especially with the anticipated increase in requests for service.. 6. Attach: a. Old Table of Organization b.
