Give reasons how.new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc.): Because the Hoolulu Complex is fully staffed, staff must be present when facility is being used; activities are scheduled on the average, seven days a week. In order to accommodate this heavy usage, it is necessary to have two employees to cover all the required duties. 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40a; 2. Keeps office accounts 300, etc.): Prepares and markes off playing areas; sets up equipment assigned to facilities, such as scoreboard controls, public address systems; records attendance and fieldlight charges; serves as attendant. 3. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.) : Presently only one other Laborer II, WB -3, employee on staff. Usage of facilities very heavy, often on a seven days a week, and more than 10 or 12 hours a day, depending on activity, schedule. Give reasons how new duties arose—I Newly authorized programs, basis for tincreasedacteworatutes kloads, nancetre): -Daily clerical work has become a heavy burden since the introduction of daily tennis fees and because of the increased usage of the facilities as a whole. Reservations and collection,of fees must be made daily. Keeping personnel.records; typing and mailing applications for eight facilities; billing and collecting of rental payments; typing deposits, letters, weekly assignments, event s.chedules,etc.; recording cash receipts; recording and typing special events income and attendance records; and answering the telephone are some of the daily clerical tasks that must be done. Give reasons how new duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloci dAj_vlecij.): The necessity for the expansion of time necessary to perform custodial resulted from the construction of the Kamehameha Park Gym in Kohala without a concurrent provision for necessary maintenance. In order to accommodate the pressing maintenance needs that became apparent, the Department transferred a part-time (nine hours per week) Custodian position from the Thelma Parker Gym in Kamuela to the Kam Park Gym. There is no practical way any individual can properly maintain this large complex with 1.4 hours of work per day. As a result, the condition of the gym is far less than adequate which will eventually play a significant part in reducing the life span of the facility. 2. If reallocation, list only nes;' duties. (Example: 1. Takes dictation 40`a; 2. ReepS office accounts 30°0, etc.): No new duties; only the expansion of time allowed for the performance of the present duties. 3. Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible. ): The Recreation Division has no other positions to accommodate the custodial needs of the facility.
