RESOLUTION N0. 148 99
RESOLUTION CREATING TWO (2) DETECTIVE POSITIONS.
WHEREAS, a Sex Crimes Unit has been created as part of a Byrne
Memorial Grant with the State Attorney General's Crime Prevention and Justice
Assistance Division; and
WHEREAS, the Hawaii County Police Department received the Byrne
Memorial Grant for a year, with the possibility of an additional three years of
funding; and
WHEREAS, by creating two (2) Detective PO-11 positions, the purpose of
this grant of investigating only reports of sexual assault should result in a higher
rate of prosecution; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
that the Mayor has the power to "Create positions...for which appropriations
have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII:
1. That two (2) Detective, PO-11, positions be created in the Hawaii
County Police Department, under the terms of the Byrne Memorial Grant.
2. That if future funding of the Detective positions is not received from
the federal grant, the County will either continue funding or abolish these
positions.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Police, Finance and Civil Service.
