Resolution
WHEREAS, according to Hawaii health statistics, the average life
expectancy of native Hawaiians in 1979 was 67.6 years of age compared
to the State average of 74.2 years, and thus, this is possibly due
to an unusually high percentage of deaths due to heart disease and
strokes; and
WHEREAS, chronic illnesses such as high blood pressure, asthma,
arthritis and diabetes are more prevalent among native Hawaiians than
any other Hawaii ethnic group; and
WHEREAS, legislation was introduced in Congress authored by
Senator Daniel K. Inouye and Senator Spark M. Matsunaga, and by
Senator Ted Kennedy, ranking minority member of the labor and Human
Resources Committee, directing the Department of Health and Human
Services to conduct a formal review of the physical and mental health
needs of native Hawaiians throughout the country, the results to be
submitted to Congress within one year; and
WHEREAS, similar legislation has already been enacted for American
Indians and native Alaskans, likewise, our native Hawaiians suffer
unique and serious problems such as shorter life expectancy and above -
normal incidences of disease and illness.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the early passage of the Bill which directs the
Department of Health and Human Services to conduct a formal review of
the physical and mental health needs of native Hawaiians throughout
the country, and the results to be submitted to Congress within a
year.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
directed to remit copies of this resolution to U. S. Senator Ted Kennedy;
U. S. Senator Daniel K. Inouye; U. S. Senator Spark M. Matsunaga; U. S.
Representative Daniel K. Akaka; U. S. Representative Cecil Heftel;
Dr. Leiomalama Solomon, Big Island member of the Office of Hawaiian
Affairs; and Big Island Hawaiian Homes Commissioner Eleanor Ahuna.
