WHEREAS, since the completion of the Queen Kaahumanu
Highway, the Waimea-Kawaihae road has become a vital segment
of the Hawaii Belt Highway System; and
WHEREAS, despite repair and improvement efforts, the road
remains a narrow, winding road with curves, grades and narrow
shoulders; and
WHEREAS, the Department of Transportation has long recognized
the need to construct a new highway and plans have been completed
for 1982 construction; and
WHEREAS, there is a need for interim repairs to assure
reasonably safe conditions for those traversing the Waimea-
Kawaihae road?
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests the State Department of Transportation,
Highways Division, to assign a high priority to the funding and
construction of this much needed highway.
BE IT FURTHER RESOLVED that the Department of Transportation,
Highways Division, conduct interim improvements to preserve the
existing Waimea-Kawaihae road in a safe condition for vehicular
traffic.
BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii transmit copies of this resolution to the Honorable
George R. Ariyoshi, Governor of the State of Hawaii, and
Mr. Ryokichi Higashionna, Director of the State Department of
Transportation.
