RESOLUTION NO. 150 99
A RESOLUTION REQUESTING THE DEPARTMENT OF PARKS AND RECREATION TO
DEVELOP AND MAINTAIN COMMUNITY-BASED PROGRAMS THAT PROMOTE
MORE LEGAL OFF-STREET RACING ALTERNATIVES IN BOTH WEST AND EAST
HAWAII.
WHEREAS, outlaw or illegal street racing is a rampant and dangerous activity occurring
throughout Hawaii County; and
WHEREAS, in 1997 and 1998, the Hawai"i County Council, in conjunction with the Depaztment
of Pazks and Recreation and the Big Island Auto Club, sponsored three "Off the Street and On
the Track" events to address this hazazdous situation; and
WHEREAS, this series of races and subsequent ones proved to be a huge success, attracting at
least 1,000 street racers and over 18,000 spectators; and
WHEREAS, recognizing the need to also educate teen drivers about the dangers of street racing,
the Big Island Auto Club annually conducts island-wide high school driving safety seminazs; and
WHEREAS, since these events, island residents have reported that illegal races, traditionally
held on public roads, have decreased in some areas, particularly along Highway #137 (Red
Road) in Puna; and
WHEREAS, the Council advocates a proactive approach to tackling this longstanding problem
and encourages community-based efforts for more legal off-street racing alternatives.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAI"I that it requests the Department of Parks & Recreation to:
1. Promote community-based efforts for more legal off-street racing alternatives in both
East and West Hawai"i.
2. Work with the Hawai"i County Police Department to secure private and public grants
for such alternatives.
3. Work with Kona and Kohala communities to establish a West Hawaii racing track in
a location that will not impact current and future residential uses.
BE IT FURTHER RESOLVED that it requests the Department of Pazks & Recreation expedite
this project by working closely with the Hawaii County Police Department, the State
Department of Education, East and West Hawaii community racing clubs, community
associations, youth groups and neighborhood watch organizations to bring these alternatives to
fruition.
BE IT FINALLY RESOLVED that copies of this resolution be transmitted to Mayor Stephen
Yamashiro, Parks & Recreation Director Julie Tulang, Police Chief Wayne Carvalho,
Prosecuting Attorney Jay Kimura, Department of Education Superintendent Dan Sakai, Alan
Martin, Big Island Auto Club and Paul Maddox, Hawaii Racing Association.
