Resolution No. 65 81
WHEREAS, the Department of Education's "Holomua Project" program which
was designed to offer high school students the opportunity to explore and
experience career and vocational interest through interactions with adults
in a variety of actual work life situations; and
WHEREAS, these students are accorded a chance to gain competence in
the needed skills to survive in the real world, by exploring and learning
to be more responsible by following a set of accountability standards that
on-going and successful businesses are guided by; and
WHEREAS, the Holomua Project in its five years of existence has enrolled
over 350 students, secured participation from more than 300 employers and
received assistance from many other people serving as competency certifiers
and guest speakers; and
WHEREAS, Report No. 252, dated November 1980, prepared by the Youth
Development and Research Center, School of Social Work, University of Hawaii,
entitled, "Three Year Evaluation Report, 1980, Holomua Project," has determined
that 23 out of 32 (720) of the initial process and outcome, goals and objectives
were fully or partially achieved, and attests to the effectiveness and success
of this innovative approach also known as Experience Based Career Education
(EBCE) ,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it is supportive of the evaluation findings and recommendations of the
report that the Holomua Project be fully supported and funded by the State
Department of Education and that it be incorporated as an integral part of
the regular high school curriculum in all of the school districts throughout
the State of Hawaii;
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is instructed
to remit copies of this resolution to Charles G. Clark, Superintendent of
Education; State Senators Dante K. Carpenter, Richard Henderson and John T. Ushijima;
Representatives Virginia Isbell, Andrew Levin, Richard Matsuura, Herbert Segawa
and Yoshito Takamine; Representative Charles Toguchi, Chairman of the Education
Committee; Representative Tony Kunimura, Chairman of the Finance Committee;
Senator Neil Abercrombie, Chairman of the Education Committee; Senator
Mamoru Yamasaki, Chairman of the Ways and Means Committee; and Marsha Cato,
Holomua Project Coordinator.
