WHEREAS, the 26th Hilo Youth Legislature convened on February 6, 7 and
8, 1981, and passed bills with great social value, affecting the general public;
and
WHEREAS, approximately 36 diligent participants conducted themselves in a
professional manner, their decorum unmatched by an deliberative body; and
WHEREAS, the purpose of the YMCA -sponsored Youth Legislature is to help
develop within each participant the attitude, skills, and responsibilities of
active citizenship within the community; and
WHEREAS, the participants goals to increase personal competence in expression,
confidence, and understanding of group decisionmaking was greatly enhanced by
direct involvement in the Youth Legislature; and
WHEREAS, the Youth Legislators became aware -of the legislative process and
the inter-relationshipof government at the Federal, State and County levels and
provided them the opportunity to become involved in socially significant issues.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it congratulates the participants of..the 26th YMCA Hilo Youth Legislature for a
successfully concluded session and extends its commendation to the advisors who
made this project possible.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii remit copies of
this resolution to the Advisors of the 26th YMCA Hilo Youth Legislature,
Melvin Kaetsu, Glenda Gabriel, and Stanley Inkyo; to Honorable Earl Sagucio,
Governor; Senate President Jamie Murata; Speaker of the House Clinton Yamada;
Senate Attorney Ray Kunishige; House Attorney Mark Yoshioka; Senate Clerk and
Sergeant -at -Arms Jill Ogata; House Clerk Ron Hamakawa; House Sergeant -at -Arms
Terri Slaughter; Senate Chaplain Alissa Alcosiba; House Chaplain Linda Irvine;
and Emcees Zina Nakamoto and Jan Hiyoto.
