County of Hawaii - State of Hawaii
Resolution
WHEREAS, the State of Hawaii is so situated as to make it
vulnerable to cut-off from normal commerce in the event of an
emergency; and
WHEREAS, much as we dread and abhor its happening, the crisis
clouds of international strife seem to be gathering once again with
the focus in the Middle East; and
WHEREAS, we in the State of Hawaii and the Island of Hawaii are
especially vulnerable to disruption of communication and commerce
due to our location.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that steps be taken at once to see that we will make
preparations to be in readiness for such an eventuality.
BE IT FURTHER RESOLVED that (1) The County Administration
address the issue in earnest and prepare a Plan of Action; (2) The
Plan of Action shall include working plans for the stepped-up
production and storage of food; (3) Plans shall be made in
coordination with the State and Federal governments for setting up
farms for the production of crops such as potatoes and onions;
(4) Emphasis shall be laid on the utilization of State and Federal
lands for the above project; (5) Emphasis shall also be laid upon
developing an adequate water supply system on a crash program basis
with the construction of reservoirs and transmission lines; and
(6) That a report shall be submitted by the Administration to the
Council at the earliest possible date on the above.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to Mayor Herbert T. Matayoshi.
