Re: Res. 81 i 00 County of Hawan—state of Hawaii WHEREAS, the Hawaii County Council is mandated by law to review and establish an annual compensation plan for all officers and exempt employees at an appropriate step with a salary range on the same basis as employees of all collective bargaining units; and WHEREAS, such compensation plan shall be based on the assuring of a sensible relationship to enhance the attraction and retention of competent persons and maintaining a high level of efficiency of such persons; and WHEREAS, the recently concluded Salary Review Commission study indicated inequities between some of the exempt employees and their subordinates in the bargaining units which their proposed pay plan intends to remedy; and WHEREAS, the rationale for the recommendation is that there is presently a tremendous upward pressure upon the exempt executive salaries from those civil servants in the longevity category, who were at one time getting incremental pay raises every three years, but since the advent of collective bargaining law have been receiving annual pay boosts, causing the acceleration of the existing compression inequity. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it will give favorable consideration to reasonable salary increases to civil service employees in steps B through G but would defer considering pay hike proposals for those employees in the longevity status, to permit the negotiators time to study and recommend alternative courses of action to correct the compression reduction dilemma, the major issue of contention in this matter. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is instructed to remit copies of this resolution to Governor George Ariyoshi; Senate President Richard Wong; House Speaker Henry Peters; Mayor Herbert T. Matayoshi; Mayor Eileen Anderson; Mayor Hannibal Tavares; Mayor Eduardo Malapit; and Hawaii State Association of Counties President Robert Yotsuda. Dated at this day of 1981.
