Subject: RESOLUTION AUTHORIZING AN EXTENSION OF THE PUBLIC SEWER TO
THE LEILANI/MANONO INTERSECTION FOR UNIVERSITY OF HAWAII
AT HILO
Dear Chair Yoshimoto and Council Members,
We are submitting the enclosed proposed resolution for your review and consideration in
accordance with Section 21-26.1(a) and (b) of the Hawaii County Code. An application from the
owner dated June 15, 2009, and a vicinity map showing the project scope are enclosed as
supporting material.
The sewer extension project is intended to serve the upper portion of the UH Hilo campus,
including parcels 2-4-001:007, 2-4-001:041, 2-4-001:122, 2-4-001:168 and 2-4-056:017, as well
as two other parcels, 2-4-056:001 and 2-4-056:003. The applicant will bear the total cost of the
construction. The work will consist of installing a new sewer line in Lanikaula Street, `Iolani
Street and Leilani Street, parallel to existing sewer lines that are owned and maintained by the
County of Hawaii. The existing sewer lines currently service properties along Lanikaula Street,
`Iolani Street and Leilani Street. A typical sewer lateral connection is not feasible due to
inadequate sewer capacity in the existing sewer line.
Due to the additional sewer connections along Lanikaula Street, the applicant will be eligible to
exercise reimbursement under conditions stated in Section 21-28(a) of the Hawaii County Code.
