HomeMy WebLinkAboutRES 156 Draft 03 1998-2000 I COUNTY OF HAWAII STATE OF HAWAII RESOLUTION N0. g~ (DRAFT 3} RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE FEDERAL EMERGENCY MANAGEMENT AGENCY, PURSUANT TO SECTION 46-7, HAWAII REMISED STATUTES, AS AMENDED, FOR A FEMA PROJECT IMPACT GRANT. WHEREAS the U.S. Congress gave authority to the Federa] Emergency Management Agency (FEMA) Director to carry out an initiative that would put in place a national pre-disaster mitigation effort; and WHEREAS the County of Hawaii was invited to submit an application to participate in this initiative called Project Impact; and WHEREAS the County of Hawaii submitted an appluation to FEMA for a series of measures designed to mitigate the impact of natural disasters on Hawaii Island through a program involving a wide array of public and private sector parties; and WHEREAS the Federal Emergency Management Agency approved the application from the County of Hawaii for funding with $500,000; and WHEREAS pursuant to Section 46-7, Hawaii Revised Statutes, as amended, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE BE IT RESOLVED BY THE COUNTY OF HAWAII that the Office of the Mayor is authorized to enter into an Agreement with Federal Emergency Management Agency to carry out a program to study preparation for and mitigation of natural disasters, including but not limited to floods, earthquakes, wildfires, hurricanes and tsunamis, and to improve emergency education, communication and warning systems and to harden emergency energy systems. BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is authorized to sign the referenced Agreement and any related documents on behalf of the County of Hawaii pursuant to the Hawaii County Charter, Article V, Section 5-1.3(g). BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this Resolution to the Finance Department and Civil Defense Agency.
