X34 09 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR.THE VICTIMS OF CRIME ACT GRANT FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT WHEREAS, the Office of the Prosecuting Attorney has been award a Victims of Crime Act Grant from the State of Hawaii Department of the Attorney General; and WHEREAS, these funds are derived from the American Recovery and Reinvestment Act (ARRA) and are to be used to provide assistance to victims of crime; and WHEREAS, the ARRA funds will be used to provide assistance services to victims of felony and misdemeanor violent crimes; and WHEREAS, these services include counseling, referrals to community agencies, assistance with judicial proceedings, and administration of funds used to provide direct services to victims; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and any related documents with the State of Hawaii Department of the Attorney General, to enable the County to receive and use Victims of Crime Act grant funds, funded by the American Recovery and Reinvestment Act (ARRA), towards its program goals and objectives as noted in its grant application, attached hereto and incorporated herein by reference as Exhibit "A". BE IT FURTHER RESOLVED that the County Clerk of the County of Hawai'i shall transmit copies of this resolution to the Office of the Mayor, the Office of the. Objective 1: Provide victim assistance services to victims of felony and misdemeanor violent crimes especially in the azeas of child abuse, sexual assault, homicide, and domestic violence. Objective 2: Increase the community's awareness of victim assistance and available compensation resources. Objective 3: Make additional community support available to victims of sex assault and domestic violence. PROJECT ACTIVITIES Objective 1: Continue staffing of victim counselors I and pro rated counselors II (project match) to provide services to victims. Contact victims and provide counseling, advocacy, referrals, information, assistance with compensation, criminal justice support, and other services. At a minimum, 125 victims will receive services. Continue staffing of victim counselors I and pro rated counselors II (project match) to provide services to victims. Objective 2: Have printed materials regazding victim assistance and compensation resources available for the public and service agencies. Disseminate materials to the Police Department, service agencies, and other community azeas. Participate in community events that encourage sharing of crime victim resources. Objective 3: Provide additional funds through subgrants to community agencies that provide services to the tazget groups mentioned above. This includes reviewing proposals, processing the contract, monitoring for fiscal and programmatic compliance, and obtaining federal and state required. reports.
