SUBJECT: Resolution No. 206-09 - Proposed Capital Improvement Project (Cr1 ) to
be Added to the Priority List
The purpose of Resolution No. 206-09 is to combine proposed CIP projects from each Council
Member and create a priority list to submit to our State Legislators.
On July 7, 2009, Resolution No. 206-09 was postponed to September 15, 2009, to allow
Council Members time to research and submit their proposed CIP project(s) to be added to the
priority list.
I propose that the following CIP project be discussed for possible addition to the priority list:
Project: Puna Makai Alternate Route (PMAR)
TMK(s): 1-4, 1-5, 1-7 & 2-1
Benefits District(s): 3, 4 and 5
Cost: $1.5 million (planning)
Project Description: To conduct an Environmental Impact Statement
and Preliminary Engineering Report (EIS/PER)
to identify alignment and design criteria for
PMAR between Nanawale Estates and Hilo with
particular emphasis on identification of a
corridor alignment through Hawaiian Paradise
Park that presents the least adverse impact on
existing developed lots. PMAR will reduce the
number of miles driven by commuters, provide
an alternate and shorter evacuation route for
Puna Makai, and help to reduce traffic
congestion in the area.
