Subject: Proposed Audit Plan for FY 2009-2010
In accordance with Hawaii County Charter section 3-18(d)(2), I am transmitting my plan of proposed
FY 2009-2010 performance audits based on the FY 2007-2008 risk assessment of County departments
and programs, subject to audit scope and availability of audit resources:
• Department of Water Supply.
• Department of Public Works - CIP Contract Supplements and Change Orders for FY 2006-2007
Audit Follow-up.
• Department of Parks and Recreation.
I am also transmitting my plan of proposed FY 2009-2010 Requests-for-Proposals for professional
services, subject to availability of audit funds:
• County-wide fraud, waste, and abuse risk assessment.
• Third-party intake provider for a waste and abuse "hotline".
• External financial audit of the County's annual financial transactions for FY 2009-2010,
FY 2010-2011, FY 2011-2012, and FY 2012-2013 (as required by Hawaii County Charter § 10-13).
All auditing will be conducted in accordance with government auditing standards. The Legislative
Auditor's Office is committed to a constructive audit process to assist County departments in meeting
our common goals of accountability, transparency, and effectiveness in County government.
