Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
FEDERAL/STATE/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT C)
SECTION 8.09 (e). ELDERLY ACTIVITIES DIVISION. DEPARTMENT OF PARKS AND
RECREATION.
Coordinated Services
1. Add one new position of Account Clerk SR -10.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Parks and Recreation, Finance and Civil Service for
their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
As of October 1, 1980, the Office of Aging will not be able to work directly with the
program's accounts as in the past, such as establishing revenue ledgers, making direct
deposits, reconciling accounts and closing of books at year's end. With increased
work loads and additional funding, it is necessary to hire someone to be assigned the
tasks of financial recordkeeping and recording of statistical data.
2. If reallocation, list only neer duties. (Example: 1. Takes
dictation 400; 2. Keeps office accounts 300, etc.):
See position description form.
3. Give reasons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other trays
such as short term contracts, etc. (Use productivity measurements
where possible.):
The duties of an account clerk is not included in the job description of the
clerk -steno. If the Program Director or Supervisor had to perform the duties of an
account clerk, as much as 50% of their time would be spent on financial recordkeeping,
compiling and tabulating of statistical data. This would greatly limit the time
needed for direct supervision of staff.

manpower needs not planned through budgetary.process?
New position was budgeted with Older Americans Act Title III funds.
5. List other rationale or pertinent statements and data:
The account clerk would also compile Title XX and Title III statistical data to allow
the Program Director and Supervisor the time needed to improve and expand Information
and Referral services (i.e. supervision of staff in performing Outreach activities,
updating the resource file, tabulating surveys, case management of elderly).
