Resolution No., 27 81
WHEREAS, Section 3-17, Hawaii County Charter, 1979, mandates
that the Council shall adopt procedures and details for the implemen-
tation of the mandatory program review requirement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the following procedures for the mandatory program
review are hereby adopted in compliance with the requirement of
Section 3-17, Hawaii County Charter:
MANDATORY PROGRAM REVIEW PROCEDURES
Pursuant to Section 3-17, Hawaii County Charter, 1979, the
Council is mandated to adopt procedures and details to
implement the review process for every program supported
wholly or partially by County funds and unless the Council
shall favorably authorize its continuation at the current
or modified levels, the program shall be terminated.
The following are the procedures by which the Council shall
conduct its program review:
1. The mandatory program review shall be conducted
in conjunction with the annual program and budget
review's.
2. The Rules of Procedure of the Council of the County
of Hawaii shall prevail during the review process.
3• The approval of the expenditure levels for the
Operating and Capital appropriations shall determine
the acceptability by the Council of the respective
programs.
4. Provisions for public input are provided by the
public hearing requirements mandated in Section 10-4,
Operating Budget and Capital Budget; Notice and
Hearing, Hawaii County Charter.
5. The four year review period shall coincide with
the term of the Council, commencing with the
1980-84 term.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a copy of this resolution to the Honorable Herbert T.
Matayoshi, Mayor of the County of Hawaii and to Mr. Stanley Nakamae,
Director of Finance.
