(AMENDED)
WHEREAS, the escalating cost of oil and the uncertainties
created by Organization of Petroleum Exporting Countries (OPEC)
have prompted the State of Hawaii to seek alternatives to its near
total dependence of fossil fuel for its energy needs; and
WHEREAS, although alternative sources are available for the
production of electricity, opportunities for producing liquid fuels
to replace gasoline are limited; and
WHEREAS, the production of ethanol from the substantial
quantities of molasses produced annually by Hawaii's sugar planta-
tions is technically but not economically feasible at this time;
and
WHEREAS, as an incentive to encourage the development of
ethanol, the State Legislature enacted legislation to exempt the
four percent excise tax on a mixture of ethanol and gasoline or
gasohol until 1985; and
WHEREAS, such short-term exemption offers little incentive to
potential investors since it requires two to three years to construct
an ethanol plant; and
WHEREAS, the County of Hawaii supports and encourages the sugar
industry in its efforts to explore the potentials of alternate energy
resources as a by-product of its sugar production operations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it urges the State Legislature to adopt legislation
extending the excise tax exemption on gasohol made with alcohol that
is produced within the State of Hawaii to 1992 to correspond with
the Federal exemption.

BE IT FURTHER RESOLVED that copies of this resolution be trans-
mitted to the Governor of the State of Hawaii, the President of the
Senate, the Speaker of the House, Chairman of the Senate Committee on
Economic Development and Energy and Natural Resources, Chairman of
the House Committee on Energy, the Director of the Department of
Planning and Economic Development, and the Mayor of the County of
Hawaii.
