HomeMy WebLinkAboutRES 031 Draft 01 1980-1984County of Hawaii—State of Hawaii Resolution No. 31 81 WHEREAS, the Big Island, with a land mass twice the size of all the other islands in the State of Hawaii combined, has the potential of becoming the "Bread Basket of the State"; and WHEREAS, in consonance with the objectives of the State and County General Plans, a concerted effort is being made to promote diversified agriculture on the Big Island through the development of the State agricultural park system, expansion of the State farm loan program and liberalization of the County subdivision requirements on ag lands; and WHEREAS, while these incentives are vital to the growth and development of diversified agriculture, the existing problems of finding cheaper and more dependable means of transporting goods to market, developing new and stable markets for local farm products and providing the necessary tax incentives to offset the spiralling cost of fertilizer remain as major obstacles to farming on the Big Island; and WHEREAS, the exemption of fertilizers and plant nutrients from the four percent excise tax and applying the one-half of one percent wholesale excise tax rate, while seemingly insignificant, would mean an annual savings of over one million dollars to the growers of the Big Island. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it supports the Hawaii Farm Bureau Federation's effort to have the Eleventh Legislature of the State of Hawaii exempt fertilizers and plant nutrients used to produce agricultural products from the four percent excise tax and apply the one-half of one percent wholesale excise tax rate to such materials. A BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the Governor of the State of Hawaii, the President of the State Senate, the Speaker of the House of Representatives, Big Island Legislators, the Director of the State Department of Taxation, the Chairman of the State Board of Agriculture, and the President of the Hilo County Chapter of the Farm Bureau Federation.
