Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Oordinance is hereby amended for the following departments
SECTION 8.12. POLICE DEPARTMENT.
1. Add one new position of Clerk -Typist SR -8 (temporary for 6 months).
2. Add one new position of Payroll Clerk SR -10 (temporary for 6
months).
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Police, Finance and Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
In keeping with the authorization obtained through the attached memo
on contractual hires for the Fiscal Section, it is .requested that
one (1) temporary position of Clerk -Typist, SR -8, be created.
This position will be assigned to the Fiscal Section to perform
the duties required and free the accountant to perform accountant
duties.

Operates a typewriter and performs a variety of clerical work in
preparing, processing and filing forms, records and similar materials in
accordance with general instructions and procedures; and performs other related
duties as required.
Distinguishing Characteristics:
This class differs from that of Assistant Clerk -Typist in that the
Cleric -Typist performs a variety of tasks involving referral to a number of
different sources, executes assignments in accordance with general instructions,
accomplishes work with some use of discretion �`+nd selectiveness in deviating
from established processes and procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required;
whereas the Assistant Clerk -Typist performs routine, repetitive tasks which are
primarily procedural in nature, executes assignments in accordance }1i.th specific
instructions or clearly defined procedures, and operates a typewriter in typing
materials where guides as to Format and arrangement of data are readily availa-
ble.
Illustrative Examples_of Work:
Types letters, memoranda, reports, specifications, statements, forms
and other materials into final form from rough or corrected copy; types tabu-
lar and other materials from rough or copy where format and arrangement of data
are not clearly indicated; cuts stencils; checks and proofreads typewritten
materials; prepares, checks and processes forms, records, reports, applications
and other documents for accuracy, completion and conformance to established
requirements; makes routine follow-ups to secure required information; determines
eligibility for and issues licenses and permits; assists the public in filling
out standard and supplementary forms; posts data to and maintains various types
of operational and control records; searches through a variety of files and
records, extracts, compiles and summarizes information, and prepares periodic
and special reports; composes routine correspondence and letters of acknowledg-
ment; sorts, arranges and files bills, invoices, applications, correspondence
and other materiels; sots up and maintains files and revises system as necessary;
gives general information and resolves complaints over a counter or telephone
involving interpretation and explanation of rules, regulations, policies :rid
procedures and knowledge of the agency's purposes and functions; answers tole -
phone and takes or relays messages and calls; makes appointments for the staff;
greets callers and directs them to proper persons or offices; may accept cash
payments for standard fees and write out receipts; may operate standard office
machines such as mimeograph, adding and calculating machines; may incidentally
supervise the work of others.

Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equiva e— nr t to from high school, including or supple-
mented by course work in typing and one year of clerical experience which shall
have included some typing.
Knowledge of: office practices and procedures; filing methods and
Systems; grammar, spelling and word usage; the purposes and uses of standard
office machines.

Ability to: type at the rate of 45, net words per minute; make
arithmetic computations; compare names and numbers accurately; keep records,
summarize materials and prepare simple reports; operate standard office machines
equipment; understand and interpret laws, ordinances, rules, regulations and
policies pertinent to the department; follow oral and written instructions;
deal tactfully and effectively with the public; work harmoniously with others.
Ilealth and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for per-
formance of the duties.
This is an amendment to the specification for the class
CLERK -TYPIST, which was approved on August 26, 1957.

PAYROLL CLERK
Duties Si mnary:
Prepares semi-monthly payrolls for all employees; maintains individual
employee payroll and personnel records and files; and performs other related duties
as required.
Distinguishing Characteristics:
This class differs from account Clerk classes in that the Payroll Clerk
is primarily concerned with the preparation of payrolls and related record keeping
activities; whereas the Account Clerk classes perform a variety of account record
keeping duties which may include work related to payroll preparation for a minor
part of the time.
Examples of Duties:
Determines time worked by employees from time sheets which are submitted
daily for all employees; computes required payroll figures including employee's total
earnings for the payroll period based on established rates.of compensation and time
worked, payroll deductions for taxes, retirement system, union dues and other items,
and net amount due; posts computed data to payroll work sheets showing information
such as employee's name, retirement system status, rate and tax code; totals payroll
figures for employees covered by payroll for payroll summary and distribution pur-
poses; posts and computes a daily record of each employee's hours of work; computes
earnings of employees who are compensated at varying rates for different hours
worked; computes and posts employee payroll record in personnel ledger; checks each
daily time sheet for proper pay rates appropriation symbols and project titles;
types all payroll and payroll distribution vouchers and payroll summary; computes
and records all types of leaves; computes and records all overtime earned or taken;
drafts report of all overtime earned; explains payroll procedures and payroll
figures to departmental personnel as necessary; operates•typewr .r, adding and
calculating machines in connection with payroll preparation; con,,)utes breakdown of
labor costs by funds chargeable.
Minimum Qualification Requirements:
Training and Experience: A combination of cducation.and experience sub-
stantially equivalent to graduation from high school and three years of clerical
experience, one of which shall have included payroll preparation, payroll record
keeping, time keeping or related payroll work.
Knowledge of: county payroll procedures and forms; the laws and rules
governing hours of work, vacation, sick leave, civil service, and compensation;
office practices and procedures, particularly with reference to payroll preparation,
payroll recording and time keeping; filing methods and systems;.the use of standard
office machines.
