Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.12. POLICE DEPARTMENT.
1. Add two new positions of Police Reporter SR -15
(temporary -as -needed).
FEDERAL/COUNTY-PROJECT FUNDED -EXEMPT POSITIONS (EXHIBIT E)
SECTION 8.03. OFFICE OF THE CORPORATION COUNSEL.
CHILD SUPPORT DIVISION
1. Add one new position of Para -Legal Assistant SR -18.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Police, Corporation Counsel, Finance and Personnel
Services for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
Since 1976, the workload in the Corporation Counsel, Family Support
Division has increased from approximately 1,000 active cases to the
present 2,000 plus active case load. There are presently two attorneys
assigned to the Division and each of them handles over a thousand cases.
The office gets 7.0-80 new AFDC cases and about 10 new non -AFDC cases
per month.
With the substantial case load and the need for constant review
required of each case, the attorneys presently in the Family Support
are swamped with work. The presence of a para -legal would considerably
lessen the amount of attention that the attorney would have to give each

where possible.):
A para-legal's responsibilities would be limited to conducting the
initial portion of financial reviews, investigating and confirming the
assets and debts of the obligor, sending out contact letters to obligors
who are delinquent or who are up for review, and assisting the attorney
for hearings and trials. This delegation of responsibility will free
the attorneys to devote their attention to negotiating support with a
greater number of obligors, taking more delinquent obligors to court
and perfecting enforcement techniques --assignment of wages, liens on
property and sequestrations. EXHIBIT "B"

Not only would the addition of the para -legal lighten the attorney's
work load, but it would also increase the efficiency and processing of
cases, resulting in higher incentives. The child support program
presently operates in the black, paying for the unreimbursed 25% of its
operational costs with monthly incentive payments that are based on a
proportion of the collections. At this time, the Program is generating
revenueamounting to $1,000 per month to the County. With more obligors
being contacted and closer monitoring of their financial situation by
this office, collections should increase considerably.

Duties Summary:
Takes and transcribes verbatim stenographic statements from complainants,
witnesses and suspects in criminal investigations; receives telephone and desk
complaints of crimes committed, obtaining sufficient information for instigation of
criminal investigation; provides clerical, stenographic, and typing services to law
enforcement personnel in the Detective Bureau; maintains Detective Bureau records
and files; and performs other related duties as required,
Distinguishing Characteristics:
This class differs from that of Court reporter in that the Police :Reporter
takes verbatim statements from complainants, iritnesses and suspects on criminal
investigations; whereas the Court Reporter takes verbatim records of district court
proceedings.
Examples of Duties:
Receives complaints and reports of crimes committed by telephone and in
the office; questions complainants or persons making offense reports to obtain
sufficient information for instigating investigation of complaints; completes
preliminary information on offense reports; questions suspects brought into the
Detective Bureau to obtain identification and personal history data for felony
arrest reports, if suspect is charged with a crime fills in summar-
y of arrest and
charge on reports; records in shorthand verbatim testimony, statements, interroga-
tions, confessions, and other information from defendants, complainants, or witnesses
in felony cases and transcribes in proper forms; appears in Court and testifies
before the Grand Jury and Trial Jury regarding correctness of transcriptions of
statements and confessions introduced as evidence, and identity and custody of
evidence; takes dictation from law enforcement personnel in the Detective Bureau
or other Bureaus for supplementary reports, case summaries and other material and
transcribes in proper form; searches files for previous criminal records and photo-
graphs of suspects; is responsible for the receiving, safe keeping and preserva-
tion of property and evidence; composes and types correspondence for the Detective
Bureau; maintains pending case files, case assignment and disposition files, mug
books, parolee file, paun shop file and taxi dance file; composes, cuts stencils
for, mimeographs and distributes "Wanted Persons" and "Stolen Property" flyers;
types and maintains daily Detective Bureau time sheets and work schedules; when the
Captain of Detectives is not on duty, assigns cases to Detectives for investigation;
substitutes for the Secretary to the Chief of Police in her absence; greets official
callers at the Detective Bureau, ascertaining their wants, giving out approved
information and directing them to the proper officials; may search females placed
under arrest; and may assist in the interrogation of female juveniles.
Minimum 2ualification Requirements for the Class:
Training and Experience: A combination of education and experience sub-
stantially equivalent to a high school education including or supplemented by
courses in typing and stenography and five years of clerical experience involving
typing and stenography.

Knowledce of: grammar, spelling, and word usage; office practices and
procedures; public relations; interviewing and interrogation techniques; the
preservation of evidence.
Ability to: size up people and situations; deal courteously but firmly
with the general public; compose and type routine correspondence; type rapidly
and accurately at the rate of 45 net words per minute; take and transcribe dicta-
tion rapidly and accurately at the rate of 90 words per minute; keep netters
confidential; maintain office files and keep accurate records.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perform-
ance of the duties.
This specification is an amendment to the class specification for
POLICE REPORTER and is to be substituted for that specification.

Following the Director of Personnel Services proposal and in keeping
with the Civil Service Commission's recommendation at its hearing of
08-27-80, it is requested that two temporary -as -needed positions of
Police Reporter be created. These positions will be assigned to the
Crim. Inv. Division and will be utilized to compensate employees for
periods when they perform the duties of Police Reporter.

(CHILD SUPPORT)
Duties Summary:
1.670
Performs moderately difficult para -legal work in support of pro-
fessional staff attorneys; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from classes in the Legal Stenographer series
in that the Para -Legal Assistant renders a variety of technical, para -legal
support to professional staff attorneys, requiring some substantive knowledge
of the principles, methodology and techniques pertinent to the legal field;
whereas classes in the Legal Stenographer series perform or supervise a variety
of clerical, stenographic and secretarial work in a legal office.
Illustrative Examples of Work:
Reviews all non-support claims for child or children pursuant to
divorce or separation decree; reviews case file and all financial reports to
establish whether or not respondent is delinquent in payment; calculates amount
of delinquency, if required; checks cases scheduled for hearing; prepares
necessary legal documents on claims from attorney's notes; interviews defendants,
obtains all relevant information regarding the defendant's ability to pay for
support; makes recommendation to the attorney as to the amount of support that
should be obtained from the defendant and prepares stipulations, affidavits
and other documents for attorney's review; instructs others in the preparation
of legal documents for garnishment, liens and etc., for cases scheduled for
hearing; oversees the filing of documents with Family Court and other agencies;
studies legal decisions, opinions, rulings and other legal materials and checks
and follows -through on matters requiring attorney's attention; may draft
memoranda and correspondence, as required.
Minimum Qualification Reguirements:
Traininq_and Experiences A combination of education and experience
substantially equivalent to graduation from high school and (a) satisfactory
completion of an approved legal para -professional training program at the
community or junior college level, or (b) 4 years of supervisory experience in
legal stenography, legal secretarial or court clerical work.
Knowledge of: common legal terms and forms; basic constitutional.,
property and family law; types of court actions and the various court rules and
procedures; methods and techniques of legal research and sources of legal
information; legal writing; interviewing techniques.

Ability to: read, write, analyze and apply the law; understand the
legal process; prepare, process and maintain -legal records, forms and documents;
conduct research, compile, summarize and digest materials, draft documents and
prepare reports; follow oral and written instructions; deal tactfully and
effectively with other employees and the general public; keep matters confidential;
operate common office equipment.
