Resolution
WHEREAS, pursuant to County Charter Section 3-14, interim amendments to the
Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Salary Ordinance is hereby amended for the following departments:
SECTION 8.03. OFFICE OF THE CORPORATION COUNSEL.
1. Add one new position of Deputy Corporation Counsel LS -10.
FEDERAL AND STATE FUNDED -EXEMPT POSITIONS (EXHIBIT B)
ADD SECTION 8.02 (d). MASS TRANSPORTATION AGENCY. OFFICE OF THE MAYOR.
1. Add one new position of Paratransit System Assistant SR -12.
2. Add two new positions of Community Services Aid I SR -7.

Each county will independently perform the real property tax function,
including enactment of laws within constitutional bounds, hearing
appeals and resolving cases in the Tax Court. As such, 'legal
expertise must be developed in the county.

The Department of Transportation has final rules (49 CER Part 27) which implements
Section 504 of the Rehabilitation Act of 1973, to require recipients of financial
assistance from the Department of Transportation make their existing and future
facilities and programs accessible to handicapped persons, including the handicapped
elderly, so they can effectively use these facilities and programs.
In order to comply with this requirement, the Mass Transit Agency will be creating
a separate unit to deliver para -transit services for those not able to ride the
Hele-On bus. The subject position is created to plan, manage, and coordinate.
transportation services to the elderly and handicapped.

Duties Summarys
Under program policies and programs established by the U. S. Depart-
ment of Transportation, plans and coordinates a county -wide paratransit
program for the elderly and the handicapped; provides information on
availability of other related services to the elderly and handicapped; and
performs other related duties as required.
Distinguishing Characteristicss
This class is distinguished by its responsibility for coordinating
a county -wide paratransit program for the elderly and the handicapped.,
Illustrative Examples of Works
Plans, coordinates and assists the elderly and the handicapped in
a paratransit system including wheelchair users; gathers data on trans-
portation needs; uses data to develop county -wide paratransit system to
provide generally equal service to handicapped persons; coordinates program
with other transportation service providers in the support of transportation
for handicapped persons; provides training for personnel; plans periodic
sensitivity and safety accommodations for companions or aides of handicapped
travelers; provides information on availability of other related services
to,the elderly and the handicapped and publicizes such services; conducts
outreach services; develops and maintains I.D. card system for users;
receives calls for services and dispatches drivers; makes referral to other
sources; handles fare collections and accounts for same; ensures that
paratransit vehicles are maintained; may assist in picking up passengers;
prepares reports as required; informs others.as to the status of the system.

Training and Experiences Graduation from high school and 3 years
experience working with the handicapped and/or the elderly in providing
nsportation services.
License Requirements Possession of a valid motorsvehicle operator's
license Type 3 T.
Knowledge oft program policies, practices, rules and regulations
of paratransit systems; office practices and techniques in survey;
recordkeeping.

COMMUNITY SERVICES AID I AND II
(ELDERLY)
Duties Summary:
Under the direction of program specialists performs a variety of
tasks relating to providing services to senior citizens; and performs other
related duties.
Distinouishinq Characteristics:
Grade I: This level is characterized by tasks assignment under
the direction of supervisors.
Grade II. This level is characterized by its responsibility as a
supervisor.
Illustrative Examples of Work:
Reports directly to the program specialists and performs a variety
of tasks inside and outside the office relating to services to senior citizens;
contacts and assesses senior citizens regarding their needs; arranges contacts
with health, social, education or recreation agencies; interprets functions
of public and private agencies; personally escort older persons to agencies,
shopping, medical centers, recreation centers, and etc.; provides limited
homemaking services; assists in the "meals" project for homebound elderly;
assists older persons in filling out government forms, etc.; maintains follow-up
services for persons assigned to them; maintains records of assignments, contacts,
mileage, and other records, as requested.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 10th grade.
License Requirement: Possession of a valid motor vehicle operator's
license.
Knowledge of: basic skills in reading, writing and speaking.
Ability to: learn the goals, functions and activities of the specific
program assigned to; undergo training and supervision; read and write and follow
•directions; establish and maintain favorable relationships with program partici-
pants and others; in some programs, able to converse in the foreign language
used in the area.

one position is still vacant, and .the workload has increased., the
necessity for a receptionist has become more apparent.

ASSISTANT CLERK
Duties Summary:
Performs routine, repetitive clerical work in preparing, processing and
fi ling forms, records and similar materials in accordance with specific
instructions or clearly defined requirements and procedures; and performs other
related duties as required.
Distinguishing Characteristics:
This class differs from that of Clerk in that the Assistant Clerk
performs routine, repetitive tasks which are primarily procedural in nature, and
executes assignments in accordance with specific instructions or clearly defined
procedures; whereas the Clerk performs a variety of tasks involving referral to
a number of different sources, executes assignments in accordance with general
instructions, and accomplishes work with some use of discretion and selectiveness
in deviating from established processes and procedures.
Classes in this series differ from classes in the Typing series in
that the Clerical classes perform or supervise clerical work where the operation
of typewriters and other office machines is incidental; whereas the Typing classes
perform or supervise clerical work where the skilled operation of typewriters is
a basic and regular requirement. Classes in this series differ from classes in
the Stenographic series in that the Clerical classes perform or supervise
clerical work not requiring the taking and transcribing of shorthand notes; whereas
the Stenographic classes perform or supervise clerical work where the taking and
transcribing of shorthand notes and the skilled operation of typewriters are basic
and regular requirements. Classes in this series differ from classes in the
Account Clerical series in that the Clerical classes perform or supervise general
clerical work which may include keeping of fiscal or related data but which does
not require application and understanding of bookkeeping principles and practices;
whereas the Account Clerical classes perform or supervise account recordkeeping
and related work requiring the application and understanding of bookkeeping
principles and practices.
Illustrative Examples of Work:
Sorts and arranges precoded documents for filing; assembles and collates
materials as instructed; hands out forms and gives standard instructions on
filling in requested information; checks and processes forms, applications, per—
mits and other materials for accuracy and completeness in accordance with specific
practices and guides; posts data to various records from clearly indicated
sources; maintains simple tally or similar records; make simple extensions,
recapitulates figures, and checks same for arithmetical accuracy; proofreads typed
naterials and stencils; gives general information over a counter or telephone;
answers telephone and takes or relays messages and calls; makes routine appointments
for the staff; greets callers and directs them to proper persons or offices; runs
errands to pick up and deliver materials; receives, sorts, and distributes mail,
pa�crs and various documents; stuffs, seals, stamps and addresses envelopes; may
accept cash payments for standard fees and write out receipts; may operate
standard office machines such as typewriters and mimeograph, adding and calculating
machines; may operate an automobile in picking up and delivering mail, packages,
documents and other materials.
