to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.08 (d). DIVISION OF AUTOMOTIVE EQUIPMENT AND MOTOR POOL.
DEPARTMENT OF PUBLIC WORKS.
i. Reallocate 3 positions of Automotive Mechanic I WB -10 to
Construction Equipment Mechanic WB -11.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Public Works, Finance and Personnel Services for
their information.

Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads, etc.):
Island -wide expansion of road districts (land fill operation in addithn to road
activities) - These mechanics work on construction and heavy truck tractors and
refuse trailers (with;:the exception of the Hilo based mechanic who does not work
on heavy construction equipment); keep the records of parts, daily work schedules
and are responsible for the preventive maintenance.of :all vehicles and equipment
within their assigned districts. Accordingly, the mechanics - are responsible for,
PUC inspection and the County safety inspection .

The road district mechanics are held responsible in the repairs and
maintenance of all equipment within their district to keep.the road
districts in operation. They work closely with the road overseers
and are dependable in working under adverse conditions most of the time.

:Makes mechanical repairs on all types of gasoline and diesel driven
automotive equipment; and performs other related duties as required.

Diagnoses motor knocks, noises or nechanical failure in light and heavy
automotive equipment; removes, repairs, overhauls and installs gasoline and diesel

CONSTRUCTION EQUIPMENT MECHANIC
Duties Summary:
Repairs and overhauls a variety of medium and heavy construction equip-
ment such as cranes, bulldozers, rollers, graders, loaders and power shovels as
substantially a full-time assignment; and performs other related duties as
required.
Distinguishing Characteristics:
This class differs from that of Automotive Mechanic I class in that the
Construction:Equipmert Mechanic repairs and overhauls a variety of medium and heavy
construction equipment as substantially a full-time assignment; whereas the Auto-
motive Mechanic I repairs and overhauls a variety of light and heavy automotive
and other mechanical equipment and may repair and overhaul construction equipment.
Illustrative Examples of Work:
Diagnoses motor knocks, noises and other mechanical failures; disas-
sembles diesel or gasoline engines; inspects, removes, repairs and replaces such
parts as injection valves, cylinder heads, cylinder sleeves, pistons, rings,
connecting rods, bearings, gaskets, etc.; repairs and overhauls major units such
as brake systems, transmissions, differentials, front and rear axles, steering
units, cooling systems, etc.; repairs various specialized mechanical parts of
equipment such as crawler tracks and drives, winches, bulldozer blades, scoops,
excavating and loading bucket chains, power take -off and control mechanisms;
road tests equipment repaired; performs minor welding in connection with repair
work; may perform repairs to street sweepers; may supervise another mechanic or
helpers.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and completion of an
apprenticeship program involving repair of construction equipment or four years
of automotive repair experience under a journeyman mechanic, two of which shall
have been in construction equipment repair work.
Knowledge of: principles of gasoline and diesel engines; tools,
machines, materials and practices used in the repair and overhaul of construction
equipment and their various specialized mechanical and electrical units; hazards
and safety practices applicable to the trade; operations of the various construc-
tion equipment sufficient to conduct road tests.
Ability to: diagnose and adjust mechanical defects in diesel and gaso-
line engines; repair and overhaul various parts of a variety of construction
aluipment; read and interpret various manufacturers' manual in performing work;
operate motorized equipment; perform heavy manual work and lifting; understand
and follow written and oral instructions.

health and physical condition standards deemed necessary and proper for perform-
ance of the duties.
