Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.06. DEPARTMENT OF RESEARCH AND DEVELOPMENT.
1. Add two new positions of Economic Development Program
Specialist SR -18.
2. Add one new position of Information Specialist SR -18.
3. Add two new positions of Research Statistician SR -18.
This resolution shall amend the Salary Ordinance of 1980 and incorporated
into the Salary Ordinance of 1981, after adoption.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Research and Development, Finance and Civil Service
for their information.

Duties Summary:

Assists in the conduct of economic development projects; conducts
fact-finding and analyses; prepares reports of findings and conclusions and
economic development recommendations; and performs other related duties as
required.
Distin2uishing_Cha3racteristicss
This class is distinguished by its responsibility for assisting higher
level specialists by performing required research and analyses of economic
factors and conditions relative to the production, distribution and consumption
of goods and services within the County of Hawaii.
Illustrative Examples of Works
Selects reference sources and determines proper approaches and methods
to obtain necessary data; gathers and compiles data needed for economic develop-
ment program activities; prepares reports of findings and recommendations, assists
prospective husi.nessmen, farmers, manufacturers, etc., by assembling and supplying
them with data on pricing, distribution, advertising, shipping and storage of
various commodities and services; conducts special studies to enhance economic
development and diversification; prepares reports and correspondence; coordinates
advisory committees' activities; participates in public forums as a representative
of the county.
Minimum Qua_lific_ation_Requirementss
Training and Experiences A combination of education and experience
substantially equivalent to graduation. from an accredited college or university
with major work in business administration, public administration, economics,
marketing, agriculture, or a related field and 2 years of responsible work
experience involving the compilation, examination, analyses and interpretation
of statistical and other data.
Knowledge _ofs principles, concepts, practices and methods of business
administration; research and statistical methods, techniques and procedures;
economic resource materials and sources; governmental, organization and functions;
trends in State and local planning; report writing; public relations.

This class is distinguished by its responsibility for the development,
distribution and evaluation of public information concerning economic development
programs and activities of the County of Hawaii. .
Illustrative Examples of Work:
Gathers information from various sources; selects information to be
used; prepares informational material for'dissemination to the general public
or special interest groups through various media; provides information over the
phone; writes letters in response to inquiries; writes speeches for departmental
personnel; edits departmental publications; prepares materials for publication;
prepares or supervises the preparation of displays; signs, film strips, exhibition
materials, slides, etc.; reviews for form and accuracy informational material
prepared by others before release; speaks to various community or special interest
groups; writes, designs and attends to the production of various items such as
pamphlets, brochures, etc.; sets up press conferences and participates as
necessary; establishes and maintains effective working relationships with

Training and Experience: A combination of education and experience

of experience in public relations or journalism work.
Knowledge of: publicity methods and media; principles and techniques
used in writing informational material; techniques used in preparing and editing
copy for printing; local government organization, functions and operations;
local legislative organization and procedures.
