WHEREAS, pursuant to Section 3-14, Adoption of Pay
Plan, Hawaii County Charter, interim amendments to the
Salary Ordinance may be by resolution; and
WHEREAS, pursuant to Resolution No. 608, the Mayor
appointed a Salary Commission which Commission reviewed the
Salary compensation plan for all elected and appointed
officials and employees not directly covered by collective
bargaining or provided for by any other section of the law;
and
WHEREAS, the Salary Commission found that the salary
compensation plan for those elected and appointed officials
and employees has not been adjusted since 1975, except for
the interim adjustment made by the County Council under
Resolution No. 608; and
WHEREAS, the Salary Commission recommended revisions to
the pay plan and, salary adjustments for all those elected
and appointed officials and employees in order to compensate
those officials and employees who have not received annual
salary adjustments in consonance with the salary adjustments
granted by collective bargaining agreements.
NOW,' THEREFORE, BE IT RESOLVED BY- THE COUNCIL` OF THE
COUNTY OF HAWAII that the salary schedule under Section 3(B)
of the Salary Ordinance, relating to the salaries of those
officials and employees not subject to compensation under
the salary schedule fixed by collective bargaining agreements,
shall be amended to a one-step salary schedule, effective
January 1, 1981, as reflected in Schedule "A," attached
hereto.
BE IT FURTHER RESOLVED that the revised one-step salary
schedule under Section 3(B) of the Salary Ordinance shall be
increased by six and one-half percent in the 1981-1962
Salary Ordinance as reflected in Schedule "B," attached
hereto.
BE IT FURTHER RESOLVED that the pay grade for officials
and employees under Section 8 of the Salary Ordinance shall
be adjusted, effective January 1, 1981, in accordance with
Schedule "C," attached hereto.
BE IT FURTHER RESOLVED that the salary schedule under
Section 3(C) of the Salary Ordinance relating to the salaries
of the deputies of the offices of the Corporation Counsel
and the Prosecuting Attorney shall be amended to a --three-
step salary schedule with an increase of six and one-half
percent, effective January 1, 1981, as reflected by Schedule "D,"
attached hereto.
BE IT FURTHER RESOLVED that the pay grade under, Section 8
of the Salary Ordinance, for the deputies of the offices of
the Corporation Counsel and the Prosecuting Attorney shall
be adjusted, effective January 1, 1981, in accordance with
Schedule "E", attached hereto.
BE IT FURTHER RESOLVED that a copy of this resolution
be transmitted to the Honorable Herbert T. Matayoshi, Mayor,
of the County of Hawaii; the Hawaii County Salary Commission;
and to the departments of Finance and Civil Service for
their, information.
