WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments
SECTION 8.10. FIRE DEPARTMENT.
1. Reallocate one position of Fire Auxiliary Services Officer SR -22
to Fire Captain SR -24.
2. Reallocate one position of Fire Prevention Inspector II SR -22
to Fire Captain SR -24.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Fire, Finance and Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for increased workloads; etc.)..
Chapter 131-1 HRS, was amended by Act 241 of the Ninth Legislative Session. This amend-
ment transferred the functions and responsibilities of the State Fire Marshal's Office
to the Fire'Chiefs of the respective counties. These functions and responsibilities
have hence been assigned to the Fire Prevention Bureau of the County's Fire Department.
There also has been.an increase in the overall workload of the Bureau due to the
increasing subdivision and construction activity,,.the larger.number.of'multi-floored
structures, the number and types of educational programs, etc.

Additional -duties assigned to the Fire Prevention Bureau's senior inspector due
prima r,ily'to-the,asgumption of functions and responsibilities' formerly vested with
the State Fire Marshal's office are:
a) Membership -on boards and commissions such as the State Model Fire Code Task
Force, and the County's Building Code Board'of Appeals. Also to be available
to sit in on other meetings, etc., representing the Fire Department.

3. Give reisons why new duties at higher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
The Fire Prevention Bureau represents a unique and specialized field of fire science.
The functions of thig Bureau range from fire safety/prevention to fire investigation.
As such, it differs considerably in application and approach to the fire suppression
discipline. -It should be maintained as a separate entity for administrative, planning
and work function purposes.

No: Act 241 of the Ninth Legislative Session, which transferred the functions

was approved by the .Governor on dune 17, 1978, and took effect o,n July'1, 1979.
Budget was prepared prior to June, 1978.

b) The establishment and rainterance of investigative and other records of fires
occurring on the island. These records, showing cause, origin and circumi-
stances of fires, are used at hearings and in court. The Bureau's senior
inspector is called on as an expert witness in court cases and hearings.
c) The initiation of ''localized'' rules and regulations of State and Federal
practices and procedures relative to fire prevention, safety, etc. These.
rules and regulations are incorporated into the Building Code Ordinance
and special ordinances.
Administrative responsibilities have increased likewise with the increases
brought about by amending Chapter 131-1 NRS, and volume of work activities
of the Bureau.

FIRE PREMITION INSPECTOR II

Supervises and participates in inspecting buildings and other
structures for compliance with fire safety codes, regulations and laws;
reviews construction plans and specifications for buildings and other structures
for compliance with fire prevention and safety codes, regulations and laws;
plans and carries out fire inspection and enforcement activities within an
assigned geographic area; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Fire Prevention Inspector I in that
the Fire Prevention Inspector II supervises and participates in field fire
prevention inspection and investigation activities; whereas the Fire Prevention
Inspector I conducts field inspections pertaining to fire prevention and
investigations as to the origin and cause of fires.
Illustrative Examples of Work:
Develops and carries out schedules for inspecting buildings and
structures to ascertain the presence of fire hazards or violation of fire
safety codes, regulations and laws; instructs others in fire prevention
inspection methods and techniques; reviews performance and provides assistance
in resolving difficult problems of interpretation and enforcement; inspects
buildings and structures and investigates origin and cause of fares; keeps
records and prepares reports; recommends changes in policies and procedures,
reporting forms and methods and in the keeping of records to improve the
effectiveness of the program; cooperates with public and private agencies
in promoting fire prevention understanding and effectiveness by speaking
before groups and participating in public safety activities; keeps abreast of
developments in the field by reading pertinent publications and trade
,journals; reviews construction plans and specifications for schools, insti-
tutions and other public buildings, hotels, residences, business and storage
buildings and structures to ascertain the presence of fire hazards or
violation of fire safety codes, regulations and laws; -checks for adequate fire
wall protection, escapes and exits, installation of extinguishing fixtures and
equipment, alarm and signaling devices; coordinates review activities within
the framework of the Building Department's consolidated inspection program
and utilizes resources within the program when dealing with difficult problems
of review; approves plans as to compliance and transmits same to other public
health, safety and building agencies for their review prior to the issuance of
a building permit.

Minimum Qualification Requirements-

Training and Experience; A combination of education and experience
substantially equivalent to completion of two years of general college with
some course work pertinent to the field and three years of firefighting
experience, one of which shall have been as a Fire Prevention Inspector in
the Hawaii Fire Department.
License Requirement: possession of a valid motor vehicle operator's
license.
Knowledge of: principles and practices of supervision; firefighting
principles, practices, methods and equipment as they pertain to fire prevention;
fire prevention and safety codes, regulations and laws, methods and techniques
of inspection and investigation; departmental policies, procedures and practices
pertaining to fire prevention work; geography of the County of Hawaii,
principles and practices of public relations.
Ability to: plan, lay out and supervise the work of others; apply
knowledge of firefighting methods, techniques and equipment, and fire prevention
standards and requirements to inspecting buildings and structures and to
revie*,,Ting construction plans and specifications; establish good working
relationships; speaking before groups; keep records and prepare clear and concise
reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for perf or -
mance - of the duties.
This is an amendment to the specification for the class
FIRE PREVENTION INSPECTOR II which was approved on
November 17, 1970.

Commands and supervises a company of firefighting or rescue personnel
on a regularly assigned shift; organizes and conducts preplanning activities
and fire safety inspections; keeps records and prepares activity reports; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Fire Lieutenant in that the Fire
Captain commands the activities of an engine or ladder company or a rescue
squad on a regularly assigned shift; whereas the Fire Lieutenant regularly
relieves the Fire Captain and Fire Equipment Operator in an assigned fire or
rescue company, or commands a small auxiliary firefighting unit.
This class differs from that of Battalion Chief in that the Fire
Captain commands a fire or rescue company on a regularly assigned shift; whereas
the Battalion Chief commands a division comprised of several companies of fire-
fighting, search and rescue personnel on an assigned shift.
Illustrative Examples of Work:
Responds to fire and emergency alarms and directs subordinates in
extinguishing fires, search and rescue work and protecting property; assesses
conditions, lays out strategy and directs the placement of men and equipment
to effectively accomplish missions; determines the need for additional support
and calls for same; remains in command until the fire or emergency is over
unless relieved by a superior officer; supervises and may personally administer
first aid to the injured; supervises salvage and cleanup work; determines and
reports cause of fire and estimated damage; supervises station activities
including the maintenance and upkeep of facilities, grounds and equipment;
plans and conducts drills and training sessions in firefighting and rescue
methods, use of station equipment and tools, and on department policies,
procedures and fire codes, regulations and laws; supervises the activities of
the fire alarm communications center; preplans strategy for firefighting search
and rescue operations by becoming familiar with the conditions existing in the
assigned area; plans work assignments and safety inspection tours for subordinates;
consults with superiors on unusual problems and situations relating to fire
hazards and code violations; educates property owners and tenants in fire
prevention; administers the fire facilities and equipment maintenance program;
makes periodic inspections of stations and equipment to assure proper maintenance
and operating readiness; attends staff meetings to contribute ideas and recommend
improvements in fire suppression and rescue methods; keeps abreast of develop-
ments in the field by reading publications and trade journals; keeps records and
prepares reports on station activities, condition of equipment and the status
of personnel and supplies; instructs relief men in the proper duties of•the Fire

Captain; may act as relief for superior officers in their absences; may organize

use of equipment; assignable to any of the department's specialized bureaus and
supervises and/or performs work in connection therewith.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of 2 years of general college with some
course work pertinent to the field and 8 years of progressively responsible
firefighting experience in the Hawaii Fire Department.
License Requirement: Possession of a valid motor vehicle operatorts
license (Type 3) and an Instructor's First Aid Certificate.'
Knowledge of: principles and practices of supervision and training;
firefighting methods and operations, fire safety and prevention practices,
procedures, rules and laws; the geography of the assigned area and the location
of streets, fire hydrants, static water supplies, buildings and fire hazards;
departmental rules, regulations, policies and operating procedures; firefighting
literature; functions of other public safety agencies and their activities.
Ability to: plan, lay out and supervise the work of others; instruct
others in the use and care of firefighting equipment; organize and conduct
drills and training sessions; analyze firefighting and emergency. situations and
adopt an effective course of action; read, understand and explain technical
materials; give and follow oral and written instructions; maintain effective
working relationships with others; prepare clear and concise reports.
S ecial Working Conditions: irregular hours, shift and weekend
work, and exposure to hazardous and obnoxious conditions as required.
Physical Requirement:
Persons seeking appointment to positions in this cia.ss must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.

This class'is distinguished by its responsibility for assisting, manage
ment in developing and coordinating a planned maintenance and equipment program
for the Hawaii. Fire Department.
Illustrative Examples of Work:
Develops and establishes preventive maintenance programs for equipment;
administers the fire facilities and equipment maintenance program; reviews,
analyzes and estimates the cost of maintenanceer quests; determines priority
and schedules requests; follows up on completed projects to ascertain if schedules
have been maintained and projects were within anticipated costs; insures'thst-
equipmnent requirements are met; makes recommendations for new and additional
equipment; supervises the acquisition, transfer and issuance of equipment,
supplies and materials; supervises E.torekeeping activities; develops equipment
replacement and disposal programs; assists in the preparation of the maintenance
and equipment budget; coordinates the preparation of plans and specifications
for equipment; advises and assists in establishing maintenance performance
standards; develops and maintains standards and specifications for a variety of
materials, supplies, equipment and services involved in firefighting activities;
assists in developing educational and informational materials to promote fire
safety within the community; reviews statistical data on fire causes, property
losses, injuries and deaths to determine areas in which fire safety education is

Commands and supervises a company of firefighting or rescue personnel
on a regularly assigned shift; organizes and conducts preplanning activities
and fire safety inspections; keeps records and prepares activity reports; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from that of Fire Lieutenant in that the Fire
Captain commands the activities of an engine or ladder company or a rescue
squad on a regularly assigned shift; whereas the Fire Lieutenant regularly
relieves the Fire Captain and Fire Equipment Operator in an assigned fire or
rescue company, or commands a small auxiliary firefighting unit.
This class differs from that of Battalion Chief in that the Fire
Captain commands a fire or rescue company on a regularly assigned shift; whereas
the Battalion Chief commands a division comprised of several companies of fire-
fighting, search and rescue personnel on an assigned shift.
Illustrative Examples of Work:
Responds to fire and emergency alarms and directs subordinates in
extinguishing fires, search and rescue work and protecting property; assesses
conditions, lays out strategy and directs the placement of men and equipment
to effectively accomplish missions; determines the need for additional support
and calls for same; remains in command until the fire or emergency is over
unless relieved by a superior officer; supervises and may personally administer
first aid to the injured; supervises salvage and cleanup work; determines and
reports cause of fire and estimated damage; supervises station activities
including the maintenance and upkeep of facilities, grounds and equipment;.
plans and conducts drills and training sessions in firefighting and rescue
methods, use of station equipment and tools, and on department policies,
procedures and fire codes, regulations and laws; supervises the activities of
the fire alarm communications center; preplans strategy for firefighting search
and rescue operations by becoming familiar with the conditions existing in the
assigned area; plans work assignments and safety inspection tours for subordinates;
consults with superiors on unusual problems and situations relating to fire
hazards and code violations; educates property owners and tenants in fire
prevention; administers the fire facilities and equipment maintenance program;
makes periodic inspections of stations and equipment to assure proper maintenance
and operating readiness; attends staff meetings to contribute ideas and recoi=end
improvements in fire suppression and rescue methods; keeps abreast of develop-
ments in the field by reading publications and trade journals; keeps records and
prepares reports on station activities, condition of equipment and the status
of personnel and supplies; instructs relief men in the.proper.duties of the Fire
FIRE CAPTAIN.'' .2 -
Captain; may act as relief for superior officers in their absences; may organize
and conduct demonstrations in firefighting and rescue methods and explain the
use of equipment; assignable to any of the department's specialized bureaus and
supervises and/or performs work in connection therewith.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of 2 years of general college with some
course work pertinent to the field and 8 years of progressively responsible
firefighting experience in the Hawaii Fire Department.
License Requirement: Possession of a valid motor vehicle operator's
license (Type 3) and an Instructor's First Aid Certificate.
Knowledge of: principles and practices of supervision and training;
firefighting methods and operations, fire safety and prevention practices,
procedures, rules and laws; the geography of the assigned area and the location
of streets, fire hydrants, static water supplies, buildings and fire hazards;
departmental rules, regulations, policies and operating procedures; firefighting
literature; functions of other public safety agencies and their activities.
Ability to: plan, lay out and supervise the work of others; instruct
others in the use and care of firefighting equipment; organize and conduct
drills and training sessions; analyze firefighting and emergency situations and
adopt an effective course of action; read, understand and explain technical
materials; give and follow oral and written instructions; maintain effective
working relationships with others; prepare clear -and concise reports.
Special Working Conditions: irregular hours, shift and weekend
Mork, and exposure to hazardous and obnoxious conditions as required.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
