Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following departments:
SECTION 8.14 (d). OPERATIONS DIVISION. DEPARTMENT OF WATER SUPPLY.
1. Add one new position of Clerk -Meter Reader SR -8.
FEDERAL AND STATE FUNDED -EXEMPT POSITIONS (EXHIBIT B)
SECTION 8.02 (d). MASS TRANSPORTATION AGENCY. OFFICE OF THE MAYOR.
1. Add 4 new positions of Community Services Aid I SR -7.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Water Supply, Mass Transportation, Finance and
Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances,
Newly authorized programs, basis for.increased workloads,'etc.):
This new position is needed to keep up with the increase in workload in District I1
(Hamakua, North and South Kohala). The normal practice is to have two (2) people
read water meters. Presently, the existing Clerk -Meter Reader in South Kohala
reads water meters with a Waterworks Helper (blue collar worker); but because of
the increase in workload in the operations section, the Waterworks Helper is not
able to assist in meter reading including keeping up with the office work (servicing
the public). Presently, it is estimated to take one month and one week to read
meters in District II, not included office work and following up on delinquent accounts.
2. If reallocation, list only new duties. (Example: 1. Takes
dictation 40%; 2.� Keeps office accounts 30%, etc.):
3. Give reasons why new duties at h_gher level are needed and cannot
be assigned to classes at higher level or handled in other ways
such as short term contracts, etc. (Use productivity measurements
where possible.):
The duties of this position are of the continuous type of work and are considered
white collar type of'work. As our water systems increases, the workload increases.
We find that this new position is best suited for this type of work.

This new position is budgeted for the 1980-81 fiscal year. The Water Commission
approved the creation of this position oh December 19, 1980.
5. List other rationale or pertinent statements and data:
There is an immediate need for this position in the Operations Division.
Functionwise, continuous meter.reading is a white collar ,fob. Presently,
there is a need for another Clerk -Meter Reader.

Training and Experience: A combination of education and experience

License Requirement" Possession. -of a valid motor vehicle operator's
license.
Knowledge of: 'office practices and procedures; filing methods and
systems; grammar, spelling and word usage; the purposes and uses of standard
office machines,

accurately; keep records, summarize materials and prepare simple reports; ope-

COMMUNITY SERVICES AID I AND II
( ELDERLY)
Duties Summary:
Under the direction of program specialists performs a variety of
tasks relating to providing services to senior citizens; and performs other
related duties.
Distin2ulshing Characteristics:
Grade I: This level is characterized by tasks assignment under
the direction of supervisors.
Grade II. This level is chara"cterized by its responsibility as a
supervisor.
Illustrativ_e_Examples of Work:
Reports directly to the program specialists and performs a variety
of tasks inside and outside the office relating to services to senior citizens;
contacts and assesses senior citizens regarding their needs; arranges contacts
with health, social, education or recreation agencies; interprets functions
of public and private agencies; personally escort older persons to agencies,
shopping, medical centers, recreation centers, and etc.; provides limited
homemaking services; assists in the "meals" project for homebound elderly;
assists older persons in filling out government forms, etc.; maintains follow-up
services for persons assigned to them; maintains records of assignments, contacts,
mileage, and other records, as requested.
Minimum qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the 20th grade.
_License Requirement: Possession of a valid motor vehicle operator's_
license.
Knowledge of: basic skills in reading, writing and speaking,
Ability to: learn the goals, functions and activities of the specific
program assigned to; undergo training and supervision; read and write and follow
directions; establish and maintain favorable relationships with program partici-
pants and others; in some programs, able to converse in the foreign language
used in the area.

(4) Community Service -Aide I
1. The Hawaii County para --transit system was initiated in December, 1979
as a demonstration project, by the Office of Aging to provide accessible
transportation to the handicapped and eventually fully comply with the
mandate of the U.S. Department of Transportation Section 504 requirements.
The Mass Transportation Agency intends to assume the subject program due
to the economic and practical benefits to be realized by the County.
Approval of these positions will enable the Mass Transportation to
assume the demonstration program and continue a much needed service as
indicated during the first year of service.
5. a. The U.S. Department of Transportation (DOT) has issued final rules
(49 CFR Part 27) which implements Section 504 of the Rehabilitation
Act of 1973. The rules require recipients of financial assistance
from the U.S. DOT make their existing and future facilities and
programs accessible to handicapped persons, including the handicapped
elderly, so that they can effectively use these facilities and
programs. Failure to comply with this requirement may result in
Hawaii County's ineligibility of future federal financial assistance.
b. Federal (UMTA, Section 1$) funds, with a fifty percent local match,
will be used to continue this demonstration program.
c. The assumption of management and operations of the para -transit
system by the MTA will provide the following benefits:
1. Minimize maintenance cost and improve vehicle maintenance
2. Pro vide greater reliability of service
3. Incorporate fail-safe procedures within the para --transit
system.
4. Provide overall efficiency with respect to the Transit
Development Plan for Hawaii County.
