We are requesting that the vacant position of Water Pumping Plant & Maintenance Unit Supervisor's position, F -III -10, HC 1428, created on September 21, 1970, be reallocated downward to Water Plant Electrician - Mechanic Supervisor II, F -II -11. The electrician series, WB -10, in the Department of Water Supply was reclassified to Water Plant Electrician - Mechanic's series, WB -11 in November 27, 1974. Presently, we do not have a water plant supervisor (blue collar Unit II Supervisor or "F" salary schedule) in the entire water supply plant operations who is responsible technically for the subordinate positions with the trade series, such as Lead Water Plant Electrician -Mechanic, WF -11, Water Plant Electrician - Mechanic, and WB -11, Water Plant Electrician -Mechanic Helper, WB -5. Also, the number of plant facilities, such as pumps, automatic electrical and mechanical controls, and automatic treatment stations have increased tremendously since 1970. 2. The proposed Water Plant Electrician -Mechanic Supervisor II, F -II -11, is responsible for the operations, installation, repair and maintenance for all electrical and mechanical equipment controls, instruments and tele - metering, including all water treatment operations for District I (Hilo, Puna and Ka'u) and assists other Districts (Hamakua, North and South Kohala, and North and South Kona) by providing technical advice and help when needed. 3.
