WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.O4 (c). TREASURY DIVISION. DEPARTMENT OF FINANCE.
1. Add one new position of Treasury/Tax Clerk SR -12.
ADD NEW SECTION 8.04 (f). REAL PROPERTY TAX DIVISION. DEPARTMENT OF
FINANCE.
1. Add one new position of Real Property Tax Administrator SR -26.
Appraisal Section
1. Add one new position of Real Property Appraiser II SR -24.
2. Add 8 new positions of Real Property Appraiser I SR -21.
Clerical Services Section
1. Add one new position of Supervising Real Property Tax Clerk
SR -15.
2. Add 5 new positions of Real Property Tax Clerk SR -12.
3. Add 2 new positions of Senior Clerk SR -10.
Accounting and Collection Section
1. Add one new position of Supervising Tax Collector SR -17.
2. Add one new position of Tax Collection Assistant SR -15.
3. Add one new position of Cashier II SR -12.

DEPARTMENT OF FINANCE
The general mission,'of the Department of Finance is to assist other agencies in the
accomplishment of their objectives by providing centralized financial services such
as accounting, auditing, budgeting, receiving and disbursing funds, purchasing, and
financial reporting; to issue motor vehicle and business licenses; to administer
the real property tax program; and to perform any other assigned task.
ADMINISTRATION
Provides overall control, coordination and direction to department.
Advises Mayor, Council and County agencies of financial matters.
Performs financial and operational audits to strengthen internal controls and
improve public services.
Provides administrative support to the County Transportation Commission.
Arranges for loans and sale of bonds and notes.
BUDGET DIVISION
Assists in formulating
realistic budgets in
support o: approved
agency programs.
Develops budget documents
that are meaningful and
understanoab3_e to
agencies and public.
Monitors budgets to ensure
that expenditures are
kept within appropria-
tions or allotments
and that program plans
areleing carried out.
Conducts studies, reviews
operations and procedures,
and offers alternatives
for more efficient and
effective utilization of
tax dollars.
PURCHASING DIVISION
Procures services, supplies,
materials and equipment in
support of County programs.
Promotes compliance with laws
of purchasing and economies
'in purchase and use of
services, supplies,
materials and equipment.
Supports the Standardization
Committee,
TREASURY DIVISION
Collects, accounts for, and
safeguards all revenues
of the County.
Issues motcr vehicle and
business licenses.
Optimizes benefits from
investments.
Maintains improvement
district accounts.

REAL PROPERTY TAX DIVISION
Assesses all real prcperty
in the County uniformly
and fairly for tax
purposes.
Maintains an aggressive
tax collection program,
including the conduct of
foreclosure sales
regularly,
Undertakes an educational
program to inform: tax-
payers of dedications,
exemptions, deao._nes,
procedures, penalties,
and other aspects of the
real property tax law.
Provides real property
information to taxpayers
and public.
