RESOLUTION CREATING A STOREKEEPER POSITION.
WHEREAS, the Hawaii County Fire Department operates 18 fulltime 24-
hour fire stations with 275 firefighters, each station dependent on household
supplies and other support materials for its daily operations; and
WHEREAS, the department also operates, repairs and maintains a fleet of
135 emergency and utility vehicles; and
WHEREAS, as all fire fighters use compressed air breathing apparatus to
protect themselves from harmful and deadly gases and fumes, and all fire rescue
personnel use compressed air tanks and dive equipment to permit them to the
descend to the depths of the oceans and rivers in search of victims; the
department operates its own air refilling station to provide Grade E compressed
air for fire fighting and rescue diving operations; and
WHEREAS, since the fire fighters' primary defensive tool to extinguish
fires are fire hoses that are subjected to high water pressures and fire debris that
could damage hoses, the department maintains and repairs its own fire hoses,
the primary means of getting water to the fire; and
WHEREAS, the Hawaii County Fire Department has over $12 million
worth of assets that are vital in its operations to serve the public; and
WHEREAS, the Hawaii County Fire Department depends on accurate
record keeping for cost efficient operations but has no person dedicated to
performing this task; and
WHEREAS, by creating a Storekeeper, SR-11 position, the hardship of
managing the immense inventory on a daily basis can be effectively done; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
that the Mayor has the power to "Create positions...for which appropriations
have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that a Storekeeper, SR-11, position be created in the
Hawaii County Fire Department.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Departments of Fire, Finance and Civil Service.
