WHEREAS, the future well-being of the County of Hawaii is
vested in the succeeding generations of men and women who will
be responsible for the kind of lifestyle and environment our
island community will live in; and
WHEREAS, it would be in the County of Hawaii's best interes+
that the problems, concerns and aspirations of our youths be
addressed and that lines of communication between our younger
generation, our government and the general public be established
to enhance this end; and
WHEREAS, there is a need for a formal entity to be created
to formulate county -wide policies and objectives relating to our
island's children and youth; and
WHEREAS, Hawaii Revised Statutes, Act 206-1976, Section 581-3(7),
states, "encourage and foster local community action in behalf of
children through local county committees on children and youth";
and
WHEREAS, there is an urgent
on Children and Youth to advise
in matters relating to children
need to appoint a neva Committee
the Payor and the County Council
and _youth.; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it recommends that the Mayor of the County of
Hawaii, by the authority granted to him in Section 4-4 of the
Hawaii County Charter, appoint a nine --member Advisory Commission
on Children and Youth and the criteria for selection of the members
be based on the following:
a. They be representative of the various
ethnic, geographic (the six County
Council Districts), and economic groups
within the County of Hawaii.
b. They represent and have, as much as
possible, direct contact with children
and youth.
C. They have and represent a genuine interest
and concern in the welfare of children and
youth (age of the Commissioners be a
consideration commensurate with the
purpose of the Commission).

BE IT FURTHER RESOLVED that copies of this resolution be
transmitted to Mayor Herbert T. Matayoshi with the Council's
urging for an expeditious implementation of this proposal_
