WHEREAS, with support of the Chairman of the Senate
Appropriations Subcommittee on Education, Senator Harrison Schmitt
(Republican --New Mexico) and Senator Daniel K. Inouye, 80 percent
of the Impact Aid Budget in the Senate -House Conference Committee
was able to be retained enabling continued funding for Hawaii's
school needs; and
WHEREAS, out of the current Impact Aid Budget of $650 million
nationally, Hawaii now receives $16.7 million in Impact Aid, with
$15 million for 16,224 "A" children (whose parents live and work
on Federal property) and $2.7 million for 24,402 "B" children
(whose parents work on Federal property but live outside of Federal
property) ; and
WHEREAS, the Administration's proposal and the House budget
bill eliminates all "B" support and limits impact aid to only
school districts with more than 20 percent Federally connected
students, making Hawaii ineligible for Impact Aid; and
WHEREAS, the Senate --House conferees worked out an Impact Aid
program to provide $455 million for fiscal year 1982 beginning in
October and to phase out the "B" support gradually in three years,
and further agreed to transfer school funds to the Defense
Department for schools located on Federal property; and
WHEREAS, the Inouye -Schmitt formula would continue impact aid
to school districts with at least 15 percent Federally connected
children, by counting each "A" child as one unit and "B" children
as one-half; under this formula, Hawaii, having 16.8 percent Federally
connected students, would receive about $13 million in Impact Aid
in the 1982 fiscal year; and
WHEREAS, Senators Inouye and Schmitt's successful persuasion
at the Senate -House Appropriation Conference Committee meeting
enabled the continued funding for Hawaii's unique statewide school
system in which portions of the Islands far exceed the required
ratio of Federal students.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it extends its deepest appreciation and mahalo to
The Honorable Senator Harrision Schmitt and to the Honorable Senator
Daniel K. Inouye for their timely effort in preserving the Impact
Aid to Hawaii.
nE IT FUMNER RESOLVED that the Clerk of the County of Hawaii
transmit a copy, of this resolution to Senator 11arrison Schmitt and
to Senator Daniel K. Inouye.
