(AMENDED)
WHEREAS, the West Hawaii Youth Council and Steering Committee,
Inc., has taken the initiative "to discover what programs and
r facilities will meet the recreational and social needs of the youths
of Kona"; and
WHEREAS, the organization is looking to utilize 21.2 acres of
State-owned lands located in close proximity to the Old Kailua
Airport Park, which has been determined as the ideal location for
the program participants; and
WHEREAS, the organization has ambitiously solicited private
funding commitments for the construction of the improvements; and
WHEREAS, this project is in consonance with the Hawaii County
Council's emphasis for joint public-private participation in
addressing our community needs, and the use of State-owned lands
coupled with improvement funds from private sources is exemplary
of this concept.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF
HAWAII, that it
concurs
that
this project
is in consonance
with
the long-range
plans
of the
County for a
municipal community
center at Kealakehe, and would endorse the proposal for the State
Department of Land and Natural Resources to lease the 21.2 plot
to the non-profit organization known as the West Hawaii Youth
Council and Steering Committee, Inc., on condition that this
group secures and documents it's financial commitments to fund
this endeavor.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable George R. Arlyoshi,
Governor of the State of Hawaii; the Honorable Virginia Isbell,
Representative, 4th District, Hawaii State Legislature; Mr. Susumu Ono,
Chairman and At -Large Member of the Department of Land and Natural
Resources, State of Hawaii; the Honorable Herbert T. Matayoshi, Mayor
of the County of Hawaii; Mr..Milton Hakoda, Director of Parks and
Recreation, County of Hawaii; and Mrs_ Rosanne Ng, President of the
West Hawaii Youth Council and Steering Committee, Inc.
