WHEREAS, Public Law 95-504, which became effective on October 24, 1975,
provided for the deregulation of the airline industry; and
WHEREAS, although proponents of deregulation hailed the act as a means
to promote and encourage efficiency and competition in the airline industry,
opponents which included the Hawaii State Legislature and former President
of the United States, Jimmy Carter, expressed concern that deregulation may
jeopardize air service to smaller cities and communities; and
WHEREAS, the recent action by Hawaiian Air to discontinue its already
limited service to Waimea on the Island of Hawaii is another indication that
the concerns of those who opposed deregulation were, indeed justified; and
WHEREAS, Hawaiian Air's justification to discontinue service to Waimea
is based on the low passenger count into and out of Waimea, however, the
numbers are misleading, as the flights into and out of Waimea from Honolulu
have a stopover in Maui; and
WHEREAS, this results in Maul bound passengers taking most of the seats
out of Honolulu, which means only the few remaining seats are available for
Waimea passengers, making it difficult for the Waimea residents to obtain booking
out of Waimea; and
WHEREAS, due to the massive land area of the Big Island, the Waimea Airport
does serve a vital air transportation link for the growing communities of Waimea,
North Kohala, South Kohala and Honokaa.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
it requests the Civil Aeronautics Board, administrators of the small communities
program, to investigate the impact of Hawaiian Air's efforts to discontinue the
limited service between Waimea and Honolulu.
BE IT FURTHER RESOLVED, that the Council encourage Hawaiian Air to continue
its limited service to Waimea and that the schedule be revised to reflect one
which will be convenient for people to fly out of Waimea.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
The Honorable George R. Ariyoshi, Governor of the State of Hawaii, The Honorable
Herbert T. Matayoshi, Mayor of the County of Hawaii, The Civil Aeronautics
Board and Mr. Jack Magoon, President of Hawaiian Airlines.
