Resolution
REQUESTING A RECONSIDERATION OF THE KOHAKOHAU DAM PROJECT
WHEREAS, the domestic water supply facilities in South Kohala and Hamakua,
as evidenced by the present state of emergency, are unable to meet demand
requirements during drought periods; and
WHEREAS, in addition to increased base water demands, periodic droughts
in the Waimea-Kawaihae area can be expected to again deplete water supplies
unless new or back-up facilities are built; and
WHEREAS, planning for future developments as presented in the General
Plan for the County of Hawaii will be impeded unless local sources of water,
either public or private, can be found and developed; and
WHEREAS, trends in the socio-economic condition of South Kohala indicate
that existing water supplies will be insufficient to meet expected increasing
demands in the near .future; and
WHEREAS, there exists the mandate to plan for additional public facilities
and services to meet projected demand increases well into the future; and
WHEREAS, the Kohakohau Dam project offers the most reliable, environmentally
compatible, and economical solution for the foreseen problems.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the Hawaii State Department of Land and Natural Resources, Division of Water and
Land Development be requested to reconsider construction of the Kohakohau Dam
Project.
BE IT FURTHER RESOLVED that certified copies of this Resolution be trans-
mitted to the Hawaii State Department of Land and Natural Resources, Division of
Water and Land Development, the Hawaii County Department of Water Supply, and
the Governor of the State of Hawaii.
